Summary

This position is located in the Department of Health and Human Services, Office of Inspector General, Office of Management and Policy.

This position is being filled using Direct Hire Authority and is open to all U.S. Citizens. All applicants who meet basic requirements will be forwarded to the Selecting Official for consideration. Traditional rating and ranking of applications does not apply.

Duties

This position is located in the Office of the Chief Data Officer (OCDO), Office of Management and Policy (OMP), Office of Inspector General (OIG), Department of Health and Human Services (HHS). Serves as a technical advisor and product owner within OCDO's Divison of Data Operations, guiding OCDO's efforts to deliver secure, scalable, high-quality data products in the cloud (AWS). This includes driving adoption of Development, Security, and Operations and Machine Learning Operations practices and capabilities (both technical and cultural), as well as modern architectural patterns and infrastructure. The work involves leading development and building consensus to implement plans and technical approaches to solve problems throughout the Agency and coordinating activities within OIG and with external partners.

Duties for this position include, but are not limited to:

- Acts as a technical product owner, defining and implementing capabilities supporting modern delivery, including Continuous Integration / Continuous Delivery Continuous Integration/Continuous Delivery frameworks.

- Advises leadership on technical strategies for modernizing data, analytic, and Artificial Intelligence / Machine Learning products with Development, Security, and Operations principles.

- Designs and implements automated systems for data and analytic products, including AI and machine learning.

- Designs, coordinates, and implements specific recommendations, regarding changes to cloud computing infrastructure and data systems in support of OIG's data and analytics goals, leveraging modern standards and best practices.

- Works closely with OCIO leadership and other OCDO teams to design, implement and manage technology solutions that enable the effective and cost-efficient storage, maintenance, and use of data, analytic, and Artificial Intelligence / Machine Learningsolutions by agency stakeholders.

- Establishes cloud-based delivery standards and processes in OCDO for security, scalability, quality, and cost-effectiveness.

- Actively partners and builds coalitions across the OIG components, divisions, and external partners, as appropriate, for key data management activities and in defining consistent, scalable solutions.

Qualifications

Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate experience as an IT technical advisor:

GS-14: Applicants must have 1 year of specialized experience equivalent to the GS-13 grade level in the Federal service which provided the applicant with the particular knowledge, skills, and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate: Experience (1) directing and performing in-depth analyses of potential technical solutions including consideration of technical implications, compatibility with existing IT networks/systems, security, enterprise architecture, and costs; (2) defining and implementing scalable cloud-based modern application and/or data architectures via Agile product delivery; (3) defining and implementing Development, Security, and Operations standards and capabilities for automation, Continuous Integration/Continuous Delivery, testing, monitoring, and infrastructure-as-code with a focus on data and/or analytic product use cases; and (4) working with internal and external stakeholders to establish and refine systems and practices to manage data as a business asset.


GS-15: Applicants must have 1 year of specialized experience equivalent to the next lower grade level at the GS-14 in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience (1) planning and coordinating complex systems design, development, and implementation, overseeing support for programs, and resolving technical and management issues with innovative problem-solving; (2) defining and leading the implementation of modern delivery standards and capabilities, including Continuous Integration/Continuous Delivery, test automation, monitoring, and Infrastructure-as-Code for a platform or enterprise; (3) leading the design and implementation of scalable cloud-based modern application and/or data architectures via Agile product delivery; and (4) developing relationships with partner organizations through trust and consensus-building to drive successful outcomes amid conflicting goals and regulatory changes.

In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below:

  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. Education

Education may not be substituted for specialized experience for this position at the GS-14 or GS-15 grade level.
