Summary

As an IT Specialist, you will be responsible for providing subject matter expertise for policy development, oversight and compliance, and verification and validation activities relating to the GSA Controlled Unclassified Information Program and Privacy Program activities.
Location of position: Office of GSA IT Enterprise Data Governance and Privacy Division (IEB). This is a virtual/remote duty location that will be determined after selection.

Duties

You will be responsible for performing the following duties:

  • The incumbent will manage the Controlled Unclassified Information (CUI) program by advising program/project managers and other stakeholders in the implementation of CUI guidelines, principles, and best practices;
    manage the incident response process for CUI disclosures; and create, implement, and conduct CUI policy standards, training for the organization.
  • Track and manage Controlled Unclassified (CUI), privacy, and data governance related projects by validating and updating information on internal and public-facing web pages; reviewing proposed new or updated systems; providing technical feedback and building workflow; tracking applications to help the organization manage compliance requirements and develop/implement a continuous monitoring strategy.
  • Provide recommendations to reduce privacy risks and raise awareness of privacy policies, procedures and principles for systems owners and developers privacy principles for.
  • Responsible for all matters concerning information privacy procedures that assure compliance with the requirements of safeguarding personal and other sensitive data pursuant to the Privacy Act of 1974, and data
    governance Privacy Policy Guidelines.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-14 salary range starts at $122,198.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates “state of the art” technology of the industry.

Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.

Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.

Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.

SPECIALIZED EXPERIENCE REQUIREMENTS

Specialized experience is defined as providing leadership and subject matter expertise for policy development, oversight and compliance, and verification/validation activities relating to an organization’s unclassified information program activities.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Knowledge of the agency's missions, programs and legislative history to develop and advise on policies to implement program goals.
  2. Ability to apply a strategic federal-wide view to solve problems.
  3. Ability to make recommendations and decisions to agency senior management/leaders. Ability to collaborate with multiple organizations and/or organizational units.
  4. Ability to resolve conflicts and disagreements and build consensus.
  5. Knowledge of the principles and theories of advanced management techniques in order to apply new developments to a variety of management problems agency-wide and government-wide not susceptible to treatment by standard methods in order to make recommendations that impact on all operations of the agency.
  6. Ability to act independently in the planning and execution of a variety of projects and to make final decisions requiring considerable technical judgment.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:
