Summary

The position is in the Office of the Chief Information Officer (OCIO), National Highway Traffic Safety Administration and reports directly to the Director of OCIO. Responsible for engaging Enterprise Data Management and Analytics Services, in collaboration with NHTSA program offices and DOT offices, leveraging advancements in Artificial Intelligence, supporting cloud infrastructure and services to benefit NHTSA’s data science needs and Mission Enablement through Innovative IT Solutions.

Duties

As an IT Specialist, you will:

  • Develop and implement cutting-edge data analysis and machine learning techniques to extract insights from complex datasets.
  • Utilize programming languages (Python, R, etc.) and statistical tools to clean, transform, and analyze diverse data sources.
  • Provides guidance on the development and implementation of the corporate information architecture and transformation roadmap that leverages NHTSA’s target state Data Ecosystem including enterprise data management and data governance.
  • Maintain knowledge of Federal Cybersecurity framework, zero trust architecture/security model, and the federal cloud computing standards roadmap and their applicability to secure the cloud architectures.
  • Ensure compliance with data privacy and security regulations, including performing data anonymization and encryption when necessary.

The ideal candidate must have strong communication and organizational skills and is comfortable presenting project information to managers and executives in the department. The perfect candidate will be capable of managing information technology projects for applications, infrastructure, software as a service, and cloud native implementation, information technology architecture design, operational strategies, system and software migrations.  As a senior-level Information Technology Specialist, the ideal candidate will manage and maintain IT solution software, services, acquisition, development, implementation, testing, and maintenance.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications. 

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience with cloud-based platforms such as AWS, Azure, or Google Cloud, and the ability to deploy and manage big data pipelines and architectures is highly desirable.
  • Experience ensuring compliance with data protection standards and implement necessary security measures to protect sensitive data based on data governance policies, regulations, and privacy laws, including GDPR and HIPAA.
  • Experience in implementing machine learning algorithms, neural networks, and artificial intelligence methods.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Attention to Detail: Ability to be thorough in dealing with machine learning techniques that takes information from complex data sheet.
  2. Design: Ability to install machine learning models and using plans, blueprints, and maps.
  3. Problem Solving: Ability to identify problems dealing with program languages, making recommendations and to generate alternative solutions.
  4. Creativity and innovation: Ability to analyze data and exploits structured and unstructured data to accomplish organizational goals.
  5. Oral & Writing Communication: Ability to make oral presentations and or write technical information to audiences and stakeholders.
