Summary

This position is located in the Pension Benefit Guaranty Corporation's (PBGC), Office of Information Technology (OIT), Information Infrastructure Operations Department (ITIOD), Information Infrastructure Assurance Division (ITIOAD).

Duties

The candidate selected for this position will:

Select security and privacy controls. Provide recommendations to the Authorizing Official regarding said controls. Ensure that system security plans and related security artifacts are developed, reviewed annually and updated as required. Serve as principal advisor to the Authorizing Official and System Owner on all matters involving controls for systems.

Perform detailed review and analysis of Office of Management and Budget (OMB) regulations, Department of Homeland Security (DHS) Binding Operational Directives, Federal Information Processing Standards, and National Institute of Standards and Technology (NIST) implementation guidance.

Define security requirements and assess proposed new technologies and solution systems for Federal Information Security Management Act (FISMA) compliance. Ensure security engineering principles are considered during design activities. Ensure managed and cloud-based IT services are evaluated and selected in compliance with FedRAMP requirements.

Provide recommendations to senior leadership regarding the establishment of new fundamental concepts and criteria.

Qualifications

All qualification and eligibility requirements must be met by the announcement closing date.

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

Specialized Experience: Applicant must have at least one year of specialized experience at the GS-13 grade level in the Federal service or equivalent to the GS-13 grade level in the private sector administering Information Technology (IT) security activities or programs.

Examples include: defining security requirements and assessing proposed new technologies and solution systems for the Federal Information Security Management Act (FISMA) compliance; developing and executing plans to assess privacy and security controls; overseeing information security, audit and control programs.

In addition to meeting the specialized experience requirements described above, your IT experience will be evaluated and expected to include experience in the following competencies: 

  1. Attention to Detail- Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
