Duties

  • Serves as an advisor, senior staff specialist, and expert covering a wide range of Information Technologies (IT) and telecommunications, systems development, and institutionalization of policy.
  • Advises management officials on new developments and advance techniques with a view of enhancing IT integration and infrastructure into business operations.
  • Serves in a primary support role in the areas of, but not limited to, non-secure and secure voice/telephony hardware configuration, standardization and management
  • ... data telecommunications, hardware configuration, PC/workstation hardware configuration etc.
  • Performs cost analysis, and studies different models of equipment for comparative analysis of performance characteristics.
  • Serves as the principle technical expert in the area of telecommunications systems support, including all related software and hardware.
  • Operate deployable IT capabilities to support agency’s contingency, humanitarian and disaster relief responses.
  • Maintains high level of deployment readiness.
  • Maintain and deploy Satellite Communications terminals.
  • Deploys and operates RF Point to Point Radios for network extension.
  • Deploys and configures Land Mobile Radio (LMR) systems.
  • Performs mission planning and site surveys

Qualifications

To qualify for an IT Specialist (NETWORK), your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

- GS-11: Assists end-users with communications problems, which may be quite complex; trouble-shooting problem calls, monitoring traffic flow, assisting with the preparation and installation of new equipment, developing operating procedures, performing site surveys and systems network designs, and developing reports for use by the organization.
- GS-12: Analyzes, defines, and maintains network architecture and infrastructure requirements while configuring and optimizing network hubs, switches and routers; Plans , directs, or conducts studies of a long range in nature dealing with broad areas of future operations, telecommunications, networking, technological developments, required interfaces; Determines necessary configuration changes, evaluates telecommunications network performance and assures appropriate services are achieved and maintained.

B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess:

a. GS-11: To qualify based on education, in lieu of specialized experience, applicants must possess Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
b. GS-12: Applicants may not qualify for the GS-12 based on education in lieu of specialized experience.

C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-11, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Additional information

This is an Expeditionary Civilian (EC) position, and the incumbent will be designated as (EE, NCE, etc.).

The incumbent is subject to repeated deployments. Duration of deployment generally does not exceed six months with a possible dwell time of 12-18 months. The incumbent may be required to deploy as soon as 90 days from their return. The incumbent must sign the Statement of Understanding and Agreement for Expeditionary Civilian (EC) positions indicating at all times to meet and maintain readiness requirements and be fully equipped, trained and qualified to deploy. When not in a deployment status the work performed at your home station is to compliment the operations at the DLA Disposition Services location.
