Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.
As a IT Specialist (Network/Security) at the NH-2210-3 broadband level, some of your typical work assignments may include:
- Serving as the technical coordinator for the continuous operation (24 hours a day/7days a week) of the MDA Cybersecurity Service Provider (CSSP) which provides continuous monitoring of sites around the globe and of more than 11,000 unclassified and classified users.
- Managing and monitoring Computer Network Defense performance metrics for IT contracts. Advising supervisory personnel on matters related to analysis, audit, and remediation for the protection of Missile Defense Agency information and resources.
- Preparing and presenting IT briefings and participates in multi-disciplinary IT teams comprised of technical and managerial professionals.
- Managing program requirements, objectives, and metrics; and resolving conflicts among schedules, funding, and resources.
- Providing advice and assistance to management and colleagues on problems; conducting special studies; proposing solutions and alternatives; attending workshops, conferences; and participating in the problem solving process by analysis of the situation and making recommendations.

- This position is designated as a Defense Cyber Workforce Framework (DCWF) cyber coded position and requires adherence to DoDM 8140.03.
- Must have baseline certification for Information Assurance Workforce Level CND-SPM in the CND-SP category IAW 8570.01-M or obtain certification within 6 months of entering into this position.
- Certification must be maintained IAW certification governing body and maintained as long as in position
- Must be able to obtain/maintain a Top Secret/Sensitive Compartmented Investigation (TS/SCI) clearance
Qualifications
You may qualify at the NH-03 Broadband Level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below and must meet 2 of the 4 specialized experience listed below to be qualified:
- Providing technical advice, guidance, and recommendations on IT principles, concepts, methods, standards, and practices to a supervisor or higher-level specialist.
- Appling the principles, practices, methods, and techniques of Cybersecurity and associated concepts and standards.
- Managing Defensive Cybersecurity Operations (DCO), such as network monitoring, intrusion detection, response, mitigation, and analysis.
- Implementing and adhering to Department of War Cybersecurity Service Provider (CSSP) processes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is an Information Assurance Workforce/Cybersecurity position coded Level CND-SPM: Computer Network Defense - Service Provider Manager in the Computer Network Defense- Service Provider (CND-SP) Category. Must have at the time of permanent appointment or achieved within 6 months of Entry on Duty (EOD) the appropriate baseline certification In Accordance With (IAW) Department of Defense (DoD) 8570.01-M. Must acquire continuing education requirements IAW the governing body for their certification. Certification must be maintained as long as the employee remains in the position.
