Summary

This position is part of the National Archives and Records Administration. The incumbent of this position is located in the Office of Information Services (I), Business and Investment Services Delivery (BISD). The Office of Information Services is responsible for the overall success of the IT program for NARA. IT is involved in every facet of NARA including program and administrative activities. Increasingly, IT is used as a method to reduce costs and improve services to NARA's customers.

Duties

As an IT Specialist (PLCYPLN), you will:

  • Be responsible for cost, schedule, and performance management of IT projects. In coordination with the program owners, manages analysis and review of potential impact to programs and processes to be considered throughout the lifecycle of projects.
  • Manage the development of multiple IT systems from concept development through requirements definition, system development, implementation, and transition to operations either with the support of NARA staff or contractors.
  • Plan and/or provides expertise for IT projects and contracts including advanced software development projects essential to meeting the strategic objectives of NARA's IT program.
  • Work closely with NARA Acquisitions Office, the incumbent is responsible for performing planning, management and oversight of procurement efforts and contract functions, and on issues related to the IT acquisition process and OMB requirements for Major IT Investments

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience for the GS-15 level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in Federal service. Specialized experience for this position is defined as experience in all the following areas:

  • Information Technology Investment (IT) Portfolio Management such as managing and monitoring IT Investments for multiple programs within several organizations simultaneously, supporting Federal Government budget submission requests for new IT investments, experience in procurements and acquisitions development and management, IT capital planning and investment Control (CPIC) process or IT governance review board process, and electronic records preservation systems all to work towards fulfilling strategic objectives.AND
  • Work as an IT Specialist on multiple projects and a project manager with working knowledge of project and program management principles, such as schedule and risk management, records management, Development/Security/Operations (DevSecOps), and Systems Development Lifecycle (SDLC) management including Agile methodology


In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-15, you must have been at the GS-14level for 52 weeks.
