Duties
Serving as a IT Specialist (PLCYPLN) GS-2210-12 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Chief Information Technology Officer Directorate (CIO), IT Business Management Division at Glynco, Georgia.
The primary purpose of this position is to provide advanced program analysis and subject-matter expertise for Information Technology (IT) Capital Planning and Investment Control (CPIC), IT acquisition management, and FITARA-related compliance and reporting. The position supports enterprise
portfolio planning, governance, policy interpretation, budget formulation and execution integration, performance measurement, risk management, and stakeholder engagement to align IT investments and acquisitions with mission priorities, strategic goals, and federal requirements. The position explicitly integrates cybersecurity, privacy, supply chain risk management, and zero trust architecture principles into investment and acquisition decisions to ensure that appropriate security controls, continuous monitoring expectations, and data protection requirements are embedded throughout the lifecycle from concept through sustainment.
Typical duties include:
- Supporting development, implementation and continuous improvement of the component CPIC program in alignment with OMB Circulars A-11 and A-130, agency policy, and federal IT governance.
- Formulating and preparing resource plans and budget submissions for current and out-years that reflect the allocation of resources needed to achieve investment objectives and reviews and integrates budgetary requirements across stakeholders.
- Supporting and measuring component IT acquisition activities to optimize requirements development, market research, procurement strategies, contract performance oversight, and vendor management consistent with mission and regulatory requirements.
- Implementing component-level IT acquisition planning processes that integrate technical requirements, interoperability and enterprise architecture considerations, lifecycle sustainment needs, and performance management and ensures alignment with the Federal Acquisition Regulation (FAR) and agency acquisition policy.

Basic Requirements Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized Experience:
You qualify at the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in Federal service, that demonstrates all of the following:
- Assisting with or supporting an Information Technology (IT) Capital Planning and Investment Control (CPIC) or IT portfolio management program by helping collect, validate, and analyze investment data (e.g., cost, schedule, performance, risk), contributing to business cases or investment artifacts, and helping prepare portfolio health reports or dashboard inputs in alignment with OMB Circulars A-11 and A-130 and organizational CPIC policy.
- Supporting IT acquisition planning activities for IT investments by contributing to requirements documents, statements of work, market research summaries, evaluation factors, or performance measures, and coordinating with contracting personnel to ensure alignment with the Federal Acquisition Regulation (FAR) and agency acquisition policy.
- Assisting in the integration of cybersecurity, privacy, and related risk management requirements into investment planning and acquisition documentation by referencing frameworks such as FISMA, the NIST Risk Management Framework (RMF) and control families, FedRAMP authorization status, continuous monitoring expectations, vulnerability and configuration management requirements, and/or zero trust-aligned controls.
- Assisting in the incorporation and documentation of Section 508 accessibility requirements for IT acquisitions or solutions (e.g., helping ensure that accessibility requirements are stated, vendor Accessibility Conformance Reports/VPATs are requested or reviewed, or acceptance criteria reflect accessibility expectations).
- Preparing or contributing to written products and briefings (e.g., CPIC or FITARA-related reports, responses to data calls, governance read-ahead packages, or audit/oversight responses) that explain investment or acquisition data, identify issues, and recommend or summarize proposed actions for management review.
- Participating in cross-functional coordination with stakeholders such as program managers, budget/finance staff, contracting officers, cybersecurity and privacy officials, enterprise architects, and/or data and portfolio stewards to gather information, reconcile discrepancies, and support CPIC, FITARA, or IT acquisition decisions.
- Experience may have been gained in either the public or private sector. There is no substitution of education for experience at the GS-12 level.
Background Investigation: To ensure the accomplishment of our mission, FLETC requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for Suitability/Fitness as a condition of placement in this 5C-Public Sensitive position. This review may include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.
Physical Demands: The work is primarily sedentary and requires sustained use of a computer, participation in meetings, and periodic presentations. Some walking and standing, and occasional travel to meetings, training venues, operational sites, or vendor facilities may be required. No special physical effort is needed. Work Environment: The work is performed in an adequately lighted, heated, and ventilated office environment and meeting spaces with normal safety
