Summary

The incumbent serves as a staff support for SSA's IT Investment Review Board (IT IRB) responsible for performing a key role in supporting all agency-level IT investment management decisions. The incumbent plays a key role in SSA's IT governance processes and supports key aspects of SSA's IT capital planning and investment control (CPIC) processes.

Duties

  • The incumbent serves as a staff support for SSA’s IT Investment Review Board (IT IRB) responsible for performing a key role in supporting all agency-level IT investment management decisions.
  • [CONT'D] The incumbent plays a key role in SSA’s IT governance processes and supports key aspects of SSA’s IT capital planning and investment control (CPIC) processes.
  • The incumbent is involved in various aspects of the IT governance process, with the objective of ensuring that SSA invests in IT projects that provide best value to the agency, and that SSA successfully implements those projects.
  • Provides technical support to IT PMs and SMEs to analyze size (level of effort) of proposed IT projects, determines appropriate documentation requirements and communicates those to project sponsors;
  • [CONT'D] facilitates development of business cases and other planning documents for proposed IT investments;
  • [CONT'D] assists with the review of business cases and other planning documents prior to IT IRB review and decision-making.
  • Evaluates IT project business cases, analyzes risk, benefits, and costs. Analyzes and recommends prioritization projects based on risk and value.
  • [CONT'D] Analyzes both qualitative and quantitative aspects of IT projects and develops reports and briefings on best value return on IT investments in keeping with SSA and organization missions.
  • [CONT'D] Provides assistance with portfolio management, enterprise architecture and program managers to develop, implement,
  • [CONT'D] manage and control mutual supporting processes and business case analysis for evaluating IT capital investment alternatives.
  • Conducts studies on the health (cost, schedule and risk factors) of approved IT investments, identifies issues, and resolves issues and/or escalates issues for resolution, as appropriate;
  • [CONT'D] and facilitates the evaluation of completed projects, identifies lessons learned, and opportunities for process improvement.
  • Participates in workgroups on a wide range of information technology (IT) management activities for SSA. Activities include capital planning and investment control, policy and standards development.
  • [CONT'D] Assists in the completion of cross-team goals and objectives both inside and outside the organization to accomplish mission.
  • [CONT'D] Informs management of developing issues and areas of opportunity. Executes internal and external taskings in a timely manner.

To qualify for the 2210 IT Specialist series, applicants must demonstrate the following IT-related competencies:

In addition, to qualify for this GS-12 level position, applicants must possess and demonstrate 52 weeks of specialized experience at, or equivalent to, the GS-11 level in the Federal government that is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such IT-related experience must include ALL of the following:
  1. Experience with planning, organizing, and coordinating programs and projects in support of an organization's capital planning investment control (CPIC) process
  2. Experience with providing advice and direction regarding Federal IT management policy and practice.
  3. Experience with evaluating, assessing, or developing potential IT investments to achieve an organization's goals and objectives
  4. Experience with customer service, teamwork, or communication, including formal and informal presentations, effective written and oral communication skills, and ability to problem solve.
