Summary

This position is assigned to Farm Production and Conservation (FPAC) Business Center (BC), Information Solutions Division (ISD), Geospatial Enterprise Operations. You will provide lead technical consultant and advisory duties.

This vacancy will be filled using the Office of Personnel Management's Direct-Hire Authority. Veterans' preference and traditional rating and ranking of applicants do not apply to positions filled under this announcement.

Duties

  • Responsible for the effective provisioning, installation/configuration, operation and maintenance of systems hardware, software or related infrastructure as well as ensuring that GEO systems hardware, software systems.
  • Coordinate the implementation of the operating aspects of new and revised systems or methods collaborating with operating personnel and providing training to employees in such systems.
  • Serve as a technical project leader of management information system automation projects, which span all life-cycle phases from requirements definition to acceptance testing and implementation.
  • Provide project status to all levels of management, as necessary.
  • Ensure continual operations, responsible for system administration engineering and provisioning, operations, and support and maintenance activities.
  • Represent GEO on various cross-functional teams and working groups with other agencies, State and local governments, and other federal agencies to determine how to best implement geospatial program technologies.
  • Establish and maintain technical standards, guidelines and related documentation for the organization as well as in all areas related to information technology.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the 10/24/2024 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above.

For all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below.

4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

Specialized Experience to qualify for the GS-12 level: To qualify for the GS-12 grade level, you must possess at least one year specialized experience equivalent to the GS-11 level or higher in the Federal service (or private sector equivalent) that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position specialized experience is defined as:
  • Experience demonstrates data management analysis and development of data validation and certification routines;
  • Create and manage data requests in response to customer requirements that requires multi-tiered systems to combine web services with Java and higher-level systems and applications programming languages;
  • Demonstrates data retrieval, relational data, meta-data and geospatial data technologies.
