Summary

Securing Travel, Protecting People - At the Transportation Security Administration, you will serve in a high-stakes environment to safeguard the American way of life. Duties

This IT Specialist (SYSADMIN/APPSW) position is located in Enterprise Support, Information Technology, Operations & Engineering Division, Applications / Infrastructure Engineering Services Branches , Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

  • Provide ongoing technical support services for the Transportation Security Administration (TSA) mission critical application / systems including integration design and integration of complex IT Systems and infrastructure. Plans and schedules the installation of new or modified infrastructure, hardware, operating systems, systems configuration, and applications software in the cloud and on-premises. Serves as a principal technical specialist and leads the analysis, planning, design, development, testing, debugging process and enterprise implementation/deployment for new systems or major enhancements to existing systems. Formulates recommendations and project plans that anticipate, identify, evaluate, minimize, and/or mitigate risks associated with cybersecurity vulnerabilities.
  • Plans and manages large-scale infrastructure/application server / services deployments to cloud and on-premises and works closely with customer officials to ensure seamless implementation. Designs, develops, and manages systems/infrastructure that meet current and future business requirements and apply and extend, enhance, or optimize the existing architecture. Provides authoritative information and makes authoritative technical decisions impacting IT programs / infrastructure / applications and provides sound advice, guidance, and recommendations to management and other technical specialists on critical IT issues which may pose an insider threat in the interest of national security.
  • Participates in software infrastructure /application services development project planning to ensure operational awareness of pending infrastructure/application design and functionality changes and analyzes the impact to operations and maintenance. Performs secure design and identifies potential flaws to mitigate vulnerabilities. Addresses security implications/vulnerabilities in the software acceptance phase including completion criteria, risk acceptance and documentation, common criteria, and methods of independent testing. Captures security controls used during the requirements phase to integrate security within the process, to identify key security objectives, and to maximize infrastructure/application software security while minimizing disruption to plans and schedules.
  • Communicates complex technical requirements effectively with executives from the private sector and U.S. Government officials from the Department of Homeland Security (DHS), TSA, and other Federal, state, and local agencies. Promotes cybersecurity awareness, supports the risk-based protection of mission essential systems, and ensures compliance with the Federal Information Security Management Act (FISMA) by incorporating cybersecurity requirements, technologies, and processes into all system, infrastructure/application services and software projects and activities. Engages partner organizations to establish secure systems interface descriptions and produce, review, and/or approve Interface Control Documents (ICDs) and assists with conducting system security vulnerability assessments.

Qualifications

FOR ALL IT POSITIONS: To qualify, you must have IT-related experience demonstrating each of the four competencies listed below.
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the minimum qualifications described above, you must meet the following specialized experience to be considered qualified for the position: To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Experience designing, deploying, modifying, and managing hybrid IT systems and cloud infrastructure and applications, using Infrastructure-as-a-Service (IaaS), Platform-as-a-Service (PaaS), and Software-as-a-Service (SaaS) technologies in one or more of the AWS or Azure cloud environments; and
  • Experience managing information systems projects and performing project management activities including planning, coordination, and execution. Ability to track project milestones, manage deliverables, and ensure successful project completion in alignment with requirements and goals; and
  • Experience applying cybersecurity principles and engaging in cybersecurity compliance activities to secure enterprise information systems, infrastructure services, or applications, and achieve risk acceptance and/or an Authority to Operate (ATO), (e.g. experience complying with and aligning to federal standards, such as the National Institute of Standards and Technology (NIST) Risk Management Framework (RMF)).
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Experience designing, deploying, modifying, and managing delivery of large-scale, complex hybrid IT systems, cloud infrastructure and applications, using Infrastructure-as-a-Service (IaaS), Platform-as-a-Service (PaaS), and Software-as-a-Service (SaaS) technologies in one or more of the AWS or Azure cloud environments; and
  • Experience serving as project manager, leading, managing and delivering information systems projects and programs, including the planning, coordination, technical design and implementation, operations, and restoration of critical information systems, infrastructure, and application services/software; and
  • Experience creating and presenting briefings and management reports to effectively convey complex technical requirements to non-technical personnel and senior management. Proficient in interpreting policies, directives, and technical concepts and transforming them into clear, concise, and actionable information customized for diverse audiences.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
