Qualifications

To qualify for an IT Specialist (SYSANALYSIS) your resume and supporting documentation must support:
  1. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Recommend effective resolutions to system design and problem issues, balancing trade-offs between system performance, efficiency, customer and business needs, the criticality of the process within the business area, and the technical capabilities of current software and hardware for both IT and OT systems. Proposes solutions that align with acquisition lifecycle requirements.
  • Analyzes and evaluates customer requirements from multiple perspectives, including workflows embedded within COTS software, the technical capabilities of GOTS solutions, and the functionality of electronic components supporting logistics business operations. Ensures requirements are clearly articulated and aligned with mission objectives.
  • Ensures compliance of application interfaces, extensions, forms, and reports with regulatory requirements governing IT and OT cybersecurity, physical security, and operational safety. Verifies adherence to Risk Management Framework (RMF) standards and the agency's logistics business processes and operational objectives.
  • Manages tasks across all project phases, including requirements definition, product development, systems integration, deployment, sustainment, and implementation. Leads coordination efforts to ensure deliverables are on time, within budget, and meet mission-critical performance standards.
  • Consults with senior stakeholders and project integrators to address complex project management challenges requiring innovative and precedent-setting solutions. Resolves conflicts in technology, methodology, policy, and guidance to ensure successful project execution and alignment.
  • Leads technical assessments of system designs, recommending improvements that maximize the capabilities of IT and OT infrastructure while mitigating risks and ensuring interoperability between systems.
  • Guides teams in defining functional and technical requirements, preparing detailed specifications to support the acquisition, deployment, and sustainment of IT and OT systems. Aligns these activities with milestones to meet programmatic and operational goals.
  • Provides expertise on project management methodologies and tools, integrating best practices into the planning, execution, and monitoring of system design, development, and deployment activities.
  • Collaborates with senior leadership and stakeholders, including technical teams, and program managers, to align project objectives with broader organizational goals. Communicates effectively to drive decision-making and maintain project momentum.

Duties Continued:
  • Monitors and manages technical risks associated with data replication, integration, and system interoperability, ensuring secure and reliable operations across IT and OT environments.
  • Provides customer and user support, addressing critical system issues, preparing comprehensive responses, and implementing recommended solutions. Ensures continuous improvement through post-implementation reviews and system updates.
  • Supports sustainment and cybersecurity compliance, ensuring all IT and OT systems meet DoD Risk Management Framework (RMF) standards. Leads efforts to secure Authority to Operate (ATO) certifications and ensures ongoing compliance with DoD cybersecurity policies.
  • Mentors and guides junior team members, fostering professional development and ensuring adherence to project management best practices and DoD acquisition guidelines.

Substitution of education may not be used in lieu of specialized experience for this grade level.
