Summary

This position is part of the National Archives and Records Administration. Office of Information Services, Enterprise Data Management Division. The Office of Information Services is responsible for the overall success of the Information Technology (IT) program for National Archives and Records Administration (NARA).

Duties

As an IT Specialist (Senior AI Specialist), you will:

- Establish program and project goals and objectives; develops and approves both short and long-range work and implementation plans, evaluates and develops policies, guidance, procedures, and standards; and manages the overall work to ensure achievement of the NARA's information technology goals and objectives.

- Serve as an advisor to the Division Director, office heads and high-level managers within NARA, and senior officials throughout the Government on NARA-related IT initiatives and issues and on setting NARA's overall IT direction.

- Identify opportunities to apply AI/ML based solutions to directly support agency strategies and goals.

- Lead and establish all NARA-wide AI/ML technology architectures.

- Represent the Division on IT program initiatives pertaining to assigned program area, services, and operations; and provides liaison and pertinent information to internal and external stakeholders.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:

- Developing data analytic solutions using machine learning and artificial intelligence techniques; AND
- Conducting analyses using software and/or programming languages that include SQL, Python, R or Apache Spark to test hypotheses, predict outcomes, and deliver data reports to stakeholders; AND
- Managing and searching structured and unstructured datasets using context aware artificial intelligence (AI)

In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
