Summary

This position is located in an Office of Information and Technology (OIT) Division where the
incumbent serves as the senior information technology (IT) specialist, providing comprehensive enterprise requirements definition, analysis, and management for infrastructure services and contracts.

Duties

Duties include but are not limited to the following:

  • Define appropriate levels of system availability based on critical system functions and ensure that system requirements identify appropriate disaster recovery and continuity of operations requirements to include any appropriate fail-over/alternate site requirements, backup requirements, and material supportability requirements for system recover/restoration.
  • Identify and prioritize critical business functions in collaboration with organizational stakeholders. Provide advice on project costs, design concepts, or design changes.
  • Provide input to the Risk Management Framework process activities and related documentation (e.g., system lifecycle support plans, concept of operations,operational procedures, and maintenance training materials).
  • Write detailed functional specifications that document the architecture development process.
  • Analyze user needs and requirements to plan architecture.
  • Plan implementation strategy to ensure that enterprise components can be integrated and aligned. Translate proposed capabilities into technical requirements.
  • Document how the implementation of a new system or new interface between systems impacts the current and target environment including but not limited to security posture.
  • Consult with customers to evaluate functional requirements.
  • Coordinate with systems architects and developers, as needed, to provide oversight in the development of design solutions.
  • Define project scope and objectives based on customer requirements.
  • Oversee and make recommendations regarding configuration management.
  • Perform needs analysis to determine opportunities for new and improved business process solutions.
  • Prepare use cases to justify the need for specific information technology (IT) solutions.
  • Develop methods to monitor and measure risk, compliance, and assurance efforts.
  • Resolve conflicts in laws, regulations, policies, standards, or procedures.
  • Ensure that all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organization goals.
  • Manage the internal relationship with information technology (IT) process owners supporting the service, assisting with the definition and agreement of Operating Level Agreements (OLAs).

Physical Requirements: The work may require some physical effort, such as standing, walking, bending, or sitting. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work
situations. The work requires almost constant use of a video display terminal and considerable time
on the phone.
Work Environment: The employee works primarily in an office setting involving everyday risks or discomforts. Normal safety precautions are adequate. Position is in a virtual organization. Position requires occasional travel to other VA installations, federal installations, and vendor facilities, and miscellaneous sites for industry meetings.
This is a bargaining unit position.

Qualifications

To qualify for this position, applicants must meet all requirements when a request is received to fill a vacancy. You may qualify based on your experience as described below.

Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Specialized experience is defined as experience applying advanced systems analysis principles and techniques, IT architecture, and requirements analysis sufficient to accurately represent agency requirements and develop strategies governing the planning and delivery of enterprise IT infrastructure services.
