Summary

This position is located in the National Park Service Information Resources Directorate. The position will serve a critical part of delivering unparalleled value to stakeholders and customers by leveraging emerging technology and trends. The position reports to the Associate Director, working closely with leadership and IT staff to manage various digital products.

Duties

This is a fully remote position.

The major duties of the IT Specialist (Systems Analysis) position include, but are not limited to, the following:

  • The IT Specialist (Systems Analysis) has a working title of Senior Digital Product Designer (DPD). The Senior DPD works on products delivering unparalleled value to our stakeholders and customers by leveraging emerging technology, methodologies, and trends found in the industry.
  • Manages one or more products of varying size and technical complexity
  • The primary purpose of the position is to provide oversight of design efforts to improve the digital services government delivers to the public.
  • The Senior DPD reports directly to the Associate Director, allowing the position to work closely with internal and external stakeholders to strategize and manage product direction.
  • The Senior DPD will identify and utilize the most effective levers for improving government digital services based upon quantitative and qualitative assessments of end user's needs.

  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

To qualify for this position at the GS-15 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE
: At least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include all of the following: Leading the design of complex digital products, including large-scale agency-wide integrations leveraging Artificial Intelligence (AI) digital modernization to enhance customer experiences; Establishing product objectives, creating, and maintaining product roadmaps and milestone plans, allocating resources, and managing internal and external stakeholder relationships; Collaborating with customer experience SMEs, to conduct research, assess needs, and continuously enhance product design with quantitative and qualitative data; Integrating IT architecture, and configuration management, into cohesive product plans; Expertise in visual design tools (e.g., Figma), application lifecycle management tools (e.g., JIRA), and collaboration tools (e.g., Mural). You must include hours per week worked.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the grade level(s) of this announcement.

Physical Demands: Work performed is sedentary in nature. Work may require walking in offices and similar areas for meetings and to conduct HR work. Occasional travel may be required. The work does not require any special physical effort.

Working Conditions: Offices and meeting spaces are adequately lighted, heated, and ventilated. The employee experiences everyday risks or discomforts requiring normal safety precautions.
