Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain DoD Personnel to recruit and appoint qualified candidates to positions in the competitive service. Your resume will not be reviewed for qualifications until a selection is made. Veterans and Military Spouses will be considered along with all other candidates.

Duties

  • Serves as the lead Cyber Defense Operations subject matter expert (SME) in the Allied Special Operations Command (SOFCOM) CIO Cybersecurity Operation Center.
  • Reports to the SOFCOM CIO and is the designated technical expert for cyber security intelligence initiatives or roles as assigned by the Cyber Security Operations Center (CYOC) Chief.
  • Assesses, implements, and monitors IT systems security principles, concepts, and methods for the purposes of transforming, modernizing, and enhancing the cyber security defense posture and Incident Response capability of SOFCOM.
  • Performs as an incident handler within SOFCOM CIO's Cybersecurity section, managing all aspects of computer incidents, starting from discovery and detection, through isolation and recovery, culminating in root cause analysis.
  • This position may require employees to work overtime on a regular basis to accommodate peak workflow or respond to emergency situations, often under severe time constraints.

  • This position requires the incumbent to obtain and maintain a Top Secret clearance based on the duties and responsibilities identified.

  • This position is designated as an IT Level I/IAT II. Incumbent must be able to obtain and maintain required baseline certification/recertification within 6 months of employment per DoD Directive 8570-01-M, AR 25-2.
  • This position requires the candidate to be DoDD 8140 - Cyberspace Workforce Qualification And Management Program compliant and certified as a Defensive Cyber Operations (DCO) Incident Responder.
  • The candidate must obtain and maintain GIAC Certified Incident Handler (GCIH) certification or equivalent in order to be fully qualified for the position. This position also requires ITIL v4 Foundations.

In order to qualify, you must meet the specialized experience described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized and Other Experience: One year of specialized experience at the GS-12 or equivalent performing the following duties: Serves as a cyber-defense analyst on general officer level staff. Ensures all facets of network connectivity and security controls including perimeter security are architected in a manner that safeguards IT assets, applications and data including personally identifiable information (PII) in adherence to National and NATO standards and industry best practices. Acts as an incident handler managing all aspects of computer incidents, starting from discovery and detection, through isolation and recovery, culminating in root cause analysis. Conducts cyber-attack assessments. Analyzes and exploits vulnerabilities using tools, processes, and techniques designed to provide fact-based analysis to other stakeholders in the vulnerability disclosure process. Assists and provides direction to the service desk, desktop technicians, managers, general users/customers, and other stakeholders for incident response. Analyzes network traffic patterns to identify possible threats; conducts log files analysis from multiple sources (e.g., individual host logs, network traffic logs, firewall logs, and intrusion detection system logs) and uses an array of cyber defense analytic tools and data science methodologies.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:1. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.

Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
