This position is for an IT Specialist (Network), Position Description Number T5349P02 at the 116th ACW located on Robins Air Force Base in Warner Robbins, Georgia.
This is a full-time, Excepted Term, this position DOES NOT required a Georgia Air National Guard Membership.

Duties
As an IT Specialist (Network), GS-2210-12, you will:
Serve as computer network engineer. Develop, define, assess and recommend concepts or solutions to implement network designs, policies and procedures that will result in continual upgrade, enhancement and optimization of the state's wide area command and control network and that will ensure proper network configuration and standardization. Apply extensive knowledge of computer network engineering and related disciplines to ensure that emerging technologies are considered in the development of technical refreshment of network components and configurations. Monitor the network management system for the state's wide area command and control/distributed training network to troubleshoot the immediate and geographically dispersed local and wide area networks. Implement and track diverse network protocol schemes, perform network baseline monitoring, and network capacity management. Set the standards for the configuration and monitoring for a broad variety of network devices such as routers, switches, hubs, bridges, firewall, remote access systems, virtual private network, and intrusion detection and security systems. Monitor network trouble ticket system to track systems anomalies and provide management reports.
Serve as the Contracting Officer's Technical Representative (COR) in the review and acceptance of network systems contractual work. Coordinate with procurement officials in developing statements of work containing quantities of required support. Provide technical advice and guidance to the directorate and to contractor personnel to facilitate tasks and projects. Act as the project lead on special projects related to the interrelationships of multiple C4 disciplines (voice, data and video). Write technical specifications for customized solutions to state network projects. Review proposed solutions, oversee project implementation, and ensure compliance with project specifications. Re-engineer products to correct malfunctions and/or enhance performance. Monitor and report network systems performance to interpret results and implement performance enhancements.
Serve as a project manager during the implementation of C4 projects. Develop policies and procedures to insure the needs of the various supported organizations do not adversely effect system performance. Develop policies and procedures to maximize network operations. Perform project management on all network modifications (voice, video and data), architecture and enhancements.
Use standard business practices when reviewing network architecture improvements to insure systems provide sufficient return on their investment. Manage projects approved for implementation, which include network consolidation and/or growth. Redesign network architecture to ensure sufficient bandwidth is available to support the future requirements of the organization. May be assigned to assist the chief by performing limited leader responsibilities. Distribute and balance workload among employees. Give on-the-job training to lower-graded employees. Approve leave for assigned employees. Provide input into annual performance appraisals. Resolve simple complaints and grievances, referring the more serious ones to the supervisor. Recommend training needs for employees. Provide input to the supervisor concerning selections, promotions, reassignments, recognition of outstanding performance.

- Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1).
- Must complete appropriate training and obtain required certifications IAW DoDI 8140 or DOD 8570.01M or applicable governing document(s) for Cyber workforce as an IA Technician Level within 9 months of employment pending training seat availability.
- Failure to satisfactorily obtain and/or maintain updated certifications in accordance with publication listed are grounds for termination.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: providing input to the development and implementation of bandwidth configuration plans for complex Local Area Networks (LANs) and Wide Area Networks (WANs) with supported elements to include, headquarters staff elements, tenant activities, state government, regional operating activities, and national agencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
