Summary

This position is located in the in the Department of Homeland Security (DHS), DHS Headquarters, Management Directorate, Office of the Chief Information Officer (OCIO), Solutions Development Directorate (SDD). The Management Directorate ensures the delivery of effective and efficient business and management services throughout the Department and provides the framework that enables DHS to achieve its mission. OCIO is responsible for all matters relating to technology and the DHS data environment

Duties

The Identity Services Architect (Technical Liaison) serves as a Senior-Leader responsible for establishing a cross-functional informational program that works across DHS components to provide strategic and tactical advice on how to assess and deliver critical technical solutions.

Specific responsibilities include:

  • Provides executive advisory and technical expertise to the Office of the Chief Security Officer (OCSO), Chief Information Security Officer (CISO) and the Chief Information Officer (CIO). In collaboration with OCSO's Enterprise Security Services Division (ESSD) the incumbent maintains a comprehensive view of how data and processes are automated to support the DHS workforce with a focus on customer experience.
  • Provides expert guidance, recommendations, and leadership to deliver IT solutions for identity services business processes and data analysis.
  • Provides updates the CIO and Undersecretary for Management (USM) Leadership monthly on organizational accomplishments, current challenges, and support requirements.
  • Assists with program assessment, cybersecurity, and issue mitigation with access to needed OCIO resources in close coordination with the OCISO.
  • Serves as an embedded senior resource to reduce friction and provide executive level guidance to the DHS Chief Information Officer (CIO).
  • Provides expert-level review of identity and access management solutions and their integration.
  • Facilitates collaboration across DHS Component OCIO and USM organizations to gain consensus on data use.
  • Provides strategic advice on the definition, implementation, and measurement of OCIO Identity information system goals.
  • Participates in all acquisition phases to ensure strategic alignment with enterprise systems and services where identity and/or access control both logical and physical are required.

Qualifications

This is a Senior Level (SL) position and applicants must demonstrate that they meet the Basic Requirements AND Mandatory Technical Qualifications below.

BASIC REQUIREMENTS:

To meet the minimum qualifications for this position, you must meet the Basic Requirements: Individuals must have IT-­related experience demonstrating each of the four competencies listed below:
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
TECHNICAL QUALIFICATIONS (TQS) (MANDATORY):
In addition to Basic Requirements, you must possess ALL mandatory Technical Qualifications (TQs). These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in leading teams and/or projects for a comprehensive business program in a complex organization. Typically, experience of this nature is gained at or above the GS-14/15 grade level in the Federal service, or its equivalent with state or local government, the private sector or nongovernmental organizations. An individual's total experience and education must demonstrate the ability to perform the duties of the position.

All applicants must show evidence of the following TQs below in order to meet basic qualifications for this position. Please label and include your name on each page. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a word document and then upload into the system. You must address each TQ separately, and you should not exceed two pages per TQ. You are required to respond to all TQs. If you fail to do so, you will be rated as 'ineligible'.

TQ 1: Demonstrated leadership expertise to form and encourage a coalition of Identity Management and IT professionals to establish, and met, milestones, address emerging requirements across program milestones, and identify and address program resistance throughout the program life cycle.

TQ 2: Demonstrated technical and leadership expertise to lead intra-Departmental Identity solution engineering, integration, implementation, and operations toward achieving additional efficiency, effectiveness, and cost-avoidance.

You must submit TWO written TQ narrative statements (including your IT-related experience demonstrating each of the four competencies) that clearly and concisely document specialized experience.

Note: Responses to TQs must not exceed 2 pages per TQ, for a total of 4 pages.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A multi-step process is used to evaluate and refer applicants:

Your application will be rated based on the extent and quality of your experience, education, and training relevant to the duties of this position. The panel discusses each application and reaches a consensus on the 'Best Qualified,' 'Well Qualified,' or 'Qualified' candidates.

3. Referral: Only the individuals in the Best Qualified category will be referred to the Hiring Manager/Selection Official for consideration and possible interview.
