Summary

As an Industry Specialist, you will serve as a coordinator, expediter, and advisor for the Administrator with a focus on the Federal Buy Clean Initiative.

Duties

This is a Schedule A position under 5 CFR 213.3102(r) to hire unique technical skills to develop innovative tools and services in the Office of the Administrator. Provides industry expertise supporting the planning and execution of the overall strategy for the Buy Clean Initiative to include facilitating partnerships with stakeholders, establishing effective internal and external lines of communications, seeking, and advising senior level officials on best practices and coordinating meetings, working groups designed to improve the government-wide buying process.

If selected, you must meet the following conditions:

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year trial period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • You must be granted this clearance before you can start the job.
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).
  • This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework work arrangements that are geographically specific to the Central Branch Office location described below.  The duty station will be:

           Central Office - 1800 F Street, NW, Washington, DC

The GS-14 salary range starts at $139,395 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 


Specialized experience is experience providing advice and assistance on the issues, programs, and problems of the Buy Clean Initiative program or equivalent. Experience supporting the planning and execution of the strategy for a Buy Clean Initiative to include facilitating partnerships with stakeholders, establishing effective internal and external lines of communications, and advising senior level officials on best practices. Coordinating meetings and working groups designed to improve an organization's buying clean initiative process. Experience identifying leading industry best practices and collaborating with industry and subject-matter experts to develop optimal solutions to complex supply and acquisition issues. Functioning/conducting work from a broad outline based on applicable laws and relevant regulations.

Education

There is no substitution of education for experience at the GS-14 grade level.

          1a. Ability to recommend and/or develop policy that governs and improves a Buy Clean Initiative program.

       2. Ability to provide comprehensive evaluation material on programs.

          2a. Skill to apply a wide range of qualitative and/or quantitative methods for assessing and improving program effectiveness.

          2b. Knowledge of and expertise in frameworks for evaluating a range of qualitative and quantitative metrics around user needs, resource prioritization, and program management.

       3. Skilled in oral and written communications to present sensitive recommendations to senior staff/leadership.

          3a. Skill in synthesizing voluminous materials, and in presenting ideas, conclusions, and recommendations clearly.

       4. Ability to establish and maintain relationships with management officials at all levels.
