Job Description (Please follow all instructions carefully)

Summary

This Direct-Hire position is in the Food and Drug Administration and is located in the Office of Management, Information and Technology Staff (ITS). The incumbent will serve as an IT Project Manager (PM) and Contracting Officer Representative (COR) for various CTP IT initiatives, providing government oversight to contractors for IT projects, monitoring and reporting on contractor performance.

Duties

The selectee will serve as an Information Technology Project Manager. Typical work assignments include:

  • Providing verbal and written status reports to project stakeholders, Office of Digital Transformation (ODT), and CTP leadership reporting on project status, risks, issues, budget, Capital Planning and Investment Control (CPIC), etc.
  • Planning and managing IT projects to scope, schedule, and cost, as well as risk and resource management, e.g., contractor personnel and government furnished equipment (GFE) issued to contractor personnel.
  • Designing and managing systems that meet current and future business requirements and apply and extend, enhance, or optimize the existing architecture.
  • Serving as a liaison between the stakeholders and the Office of Acquisitions and Grants Services (OAGS).
  • Developing information systems testing strategies, plans, or scenarios, and identifies standards for infrastructure configuration or change management.

Qualifications

The position of Information Technology Project Manager falls under the 2210 occupational series. To qualify for this position at grade GS-13, you must meet requirements by 11:59 pm EST on 07/08/2024.

Applicants must demonstrate that they meet the Basic Requirements AND Specialized Experience.

Basic Requirements

Basic Requirement: Possess information technology (IT) related experience demonstrating each of the four required competencies:
A. Attention to Detail: Analyzing computer hardware, equipment and/or storage options to ensure required specifications are met;
B. Customer Service: Developing IT product-related training and/or documentation to provide to customers;
C. Oral Communication: Presenting reports to advise management and/or leadership on IT projects; and
D. Problem Solving: Collaborating with stakeholders to identify program needs to resolve various IT issues.

Specialized Experience:
GS-13: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
  • Evaluating IT policies, standards, and/or methods to recommend new technology implementation;
  • Coordinating project activities (i.e. planning, cost estimation, developing acquisition packages, arranging contractor support, invoicing, etc.) to ensure IT projects meet the required guidelines; and
  • Reviewing IT issues to develop program or service solutions to meet business requirements.
The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
