Summary

This position is located in the Office of Administration (ADM), Division of Resources and Management (DRMA). The supervisor is Michele Kaplan.  

This position is in the Bargaining Unit with the National Treasury Employees Union, Chapter 208. 

This position is subject to Confidential Financial Disclosure or security ownership restriction reporting requirements.

Duties

As an Information Technology Specialist, you will maintain the responsibility for a broad range of functions involved in leading the planning, design, and implementation of new and improved information technology (IT) data management solutions to meet the requirements of customer organizations. Such duties include but are not limited to:

  • Providing technical expertise for analysis of complex IT infrastructure, systems, hardware, and software applications of the agency or organization, sufficient to function as a technical resource on IT data management systems analysis, design, integration, and implementation. Functions as a technical resource for IT data management systems analysis of assigned organizational segments. Participates in developing policies and procedures pertaining to data management systems analysis.
  • Applying new IT technologies and participates in developing methods and policies leading to successful accomplishment of organizational requirements. Interprets policies, procedures, and strategies in planning, designing, and implementing IT data management systems for assigned organizations. Leading  programs, task forces, and project teams to accomplish IT data management systems design and implementation activities.
  • Maintaining up to date awareness of new and evolving IT data management technologies and developments (Such as: SharePoint, Tableau, Power BI, Artificial Intelligence, etc.), to lead the evaluation and adoption of new approaches for delivery of IT services.
  • Providing technical expertise in the principles, methods, and practices of customer support and determination of user requirements, to ensure that IT data management systems and services meet organizational and program needs. Leading analyses of complex IT data management systems to identify potential new or improved IT solutions. Consults with officials and staff of assigned organizations to identify and specify requirements for IT data management systems and develops functional and systems requirements and specifications.
  • Providing project management advice and guidance in order to lead and carry out IT data management programs and projects, including identifying issues and approaches, determining resource requirements, collaborating with other program/project staff, ensuring outcomes are consistent with objectives and requirements, and keeping management officials informed of progress, milestones, issues, problems, and accomplishments. Leads and conducts feasibility studies and analyses to assess the potential benefits and trade-offs of existing or proposed IT data management systems.
  • Defining the scope and objectives for new or revised IT data management systems. Participate in developing case studies and cost estimates for new or modified IT data management systems. Develop plans for implementation of new or revised IT data management systems, and ensures the integration of all systems components, including software, hardware, policies, procedures, and data management.
  • Ensures IT data management systems comply with information security and assurance policies, principles, and procedures.  As a COR, participates in the planning, formulation, and implementation of effective contract and project/program management. Monitors the technical effort(s) being performed and provides technical direction to the contractor within the delegation and limitations outlined in the COR delegation and appointment memorandum.

Qualifications

In order to qualify for GG-12 or  GG-13 position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following:

1. Demonstrated knowledge of and experience with IT infrastructure, systems, hardware, and software applications. (Example: Describe specific work experience, training, and assignments which show In depth knowledge of the IT infrastructure, systems, hardware, and software applications of the agency or organization, sufficient to function as a technical resource on IT data management systems analysis, design, integration and implementation. Describe the purposes, complexity, and results of your analyses.  Describe specific assignments which required you to analyze, reconcile, and evaluate IT infrastructure, systems, hardware, and software applications.

2. Maintains up to date awareness of new and evolving IT data management technologies and developments(Example: Describe specific work experience, training and developmental assignments which demonstrate your ability to maintain up to date awareness of new and evolving IT data management technologies and developments (Such as: SharePoint, Tableau, Power BI, Artificial Intelligence, etc.).

3. Demonstrated ability in applying the principles, methods, and practices of customer support and determination of user requirements, to ensure that IT data management systems and services meet organizational and program needs. (Example: Describe specific work experience, training and developmental assignments which demonstrate your ability to in applying the principles, methods, and practices of customer support and determination of user requirements, to ensure that IT data management systems and services meet organizational and program needs.

4. Demonstrated ability in applying program and project management principles and methods, to participate in IT data management programs and projects involving the development and implementation of IT data management systems and services for the organization. (Example: Describe specific experience, training and accomplishments which demonstrate appropriate project management techniques and methods to coordinate and accomplish IT data management programs and projects, including identifying issues and approaches, determining resource requirements, collaborating with other program/project staff, ensuring outcomes are consistent with objectives and requirements, and keeping management officials informed of progress, milestones, issues, problems, and accomplishments.

5. Demonstrated skill in communicating information, ideas and advice in a clear, concise and logical manner, both orally and in writing in order to provide technical advice and consultation, develop and interpret policies and guidelines, develop and present IT data management solutions, and represent the organization in a wide variety of settings. (Example: Describe specific experience, training and accomplishments which demonstrate communication skills and your ability to: use formal and informal networks to build support for programs; make presentations to senior and executive management; lead complex technical discussions and consolidate complex and diverse opinions into concise, balanced, and well-founded recommendations; and establish effective work relationships with subordinates, supervisors, management, peers, and government and industry officials of diverse backgrounds to foster solutions to financial problems and issues. Describe how you have established appropriate lead times to allow input from management and others in order to ensure that comments are resolved in a collaborative and constructive manner.

Additional information

The duty location of this position is Rockville, MD. In general, employees are expected to be in the office at a minimum of 4 days per pay period.  Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
