Summary

This Direct-Hire position is in the Food and Drug Administration and is located in the Center for Tobacco Products (CTP), Office of Science (OS), Division of Regulatory Science Informatics (DRSI), Informatics Services and Support Branch. The Informatics Services and Support Branch is responsible for providing data and technology modernization, IT project management, customer service, and application learning/training support.

Duties

The selectee will serve as a Information Technology Specialist. Typical work assignments include:

  • Assisting in the implementation, testing, and maintenance of IT systems and databases to ensure they meet user requirements and design specifications.
  • Supporting data governance and management activities to ensure data quality, adherence to data standards, data accessibility, and compliance with regulatory requirements.
  • Creating reports and data visualizations to assist staff in data analysis and decision-making processes.
  • Assisting in gathering and documenting business requirements for IT solutions.
  • Supporting IT project management activities in the development and maintenance of IT systems.

Qualifications

The position of Information Technology Specialist falls under the 2210 occupational series. To qualify for this position at grade GS-11/12, you must meet requirements by 11:59 pm EST on 11/14/2024.

GS-11:
Basic Requirement:
Possess information technology (IT) related experience demonstrating each of the four required competencies:
A. Attention to Detail: Analyzing data to identify trends, patterns, or insights to improve an IT program;
B. Customer Service: Collaborating with stakeholders to identify opportunities for IT improvements;
C. Oral Communication: Communicating with stakeholders to coordinate IT changes; and
D. Problem Solving: Reviewing test result reports to resolve various IT issues.

Minimum Qualifications:
Specialized Experience: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
  • Supporting IT system development projects to improve the effectiveness of systems or services;
  • Applying knowledge of data governance and/or management to provide input on the utilization of data visualization tools and/or programming languages; and
  • Reviewing business requirements to implement IT systems, applications, databases, and/or software.

Education: You have successfully completed three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree; or successfully completed a Ph.D. or equivalent doctoral degree, if related, at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work of the position. (You must attach a copy of your transcripts (official or unofficial) to support your claim).

Basic Requirement:
Possess information technology (IT) related experience demonstrating each of the four required competencies:
A. Attention to Detail: Reviewing information systems to ensure compliance with legislative and regulatory requirements;
B. Customer Service: Gathering customer or user feedback to improve IT strategy and/or objectives.
C. Oral Communication: Preparing material to present information on IT investment and project intake review and/or approval; and
D. Problem Solving: Performing technology evaluations to identify IT technologies or solutions.

Specialized Experience:Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
  • Evaluating IT system development projects to determine strategies to meet objectives;
  • Reviewing data governance policies to develop effective data management solutions; and
  • Overseeing information systems initiatives to enhance a program's applications, databases, and/or software.
The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
