Duties
This position is located in the Engineering and Operations Section (EOS), of the Executive Office (EXO) within the Antitrust Division (ATR). EXO is a very dynamic and fast paced office, delivering the professional management services that power ATR's people and mission.
As a Information Technology Specialist (APPSW), responsibilities of this position will include, but are not limited to:
- Oversees and directs efforts to develop and implement applications software, and to perform testing and troubleshooting activities to ensure the quality and functionality of agency applications software.
- Develops and implements policies and procedures pertaining to applications software for use throughout the organization and agency to ensure the functionality, quality, and reliability of IT systems.
- Provides expert technical advice, guidance, and consultation on the development and implementation of applications software affecting major agency IT systems or programs and ensures implementation of appropriate information security and assurance policies and procedures.
- Prepares and presents information and briefings on critical, complex, or controversial applications software issues and problems to senior level management officials and program staff.
- Oversees efforts to write, debug, and maintain software applications code; determine the output media and formats for applications; design user interfaces; integrate hardware and software components of IT systems; and develop and maintain program documentation for agency applications software.

Qualifications
To qualify for this position of IT Specialist (APPSW), GS-2210-14 level, you must meet the Basic Qualifications Requirements AND possess the required Specialized Experience specific to the series and grade listed below. This experience must be identified in your resume. Your resume must reflect at least one year of specialized experience equivalent to the GS-13 level. Specialized experience is experience that has provided you with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described above, and that is typically in or related to this position being filled.
Basic Requirements:
1. Attention to Detail - Is thorough when planning, developing, and carrying out vital tasks in managing IT projects and other IT business functions.
2. Customer Service - Provides professional support, technical assistance, consultation and training.
3. Oral Communication - Expresses highly technical information (i.e., ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information.
4. Problem Solving - Conducts extensive investigation and analysis to determine the nature and scope of problems and devise solutions.
Specialized Experience:GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 grade level in the Federal service that includes the following duties:
1) Experience with data structures, algorithms, object-oriented design, design patterns, and performance/scale considerations in support of distributed, scalable data streaming applications;
2) Utilizing cloud-based workflow automation solutions, sufficient to function as an authoritative technical expert on enterprise-grade platforms (e.g., ServiceNow, Salesforce, or similar platform);
3) Building high-quality, clean, scalable, and reusable code by enforcing best practices around software engineering architecture and processes (Code Reviews, Unit testing, etc.); AND
4) Working with the technical product owners to understand detailed requirements and own your code from design, implementation, test automation and delivery of high-quality product to drive business value.
SELECTIVE PLACEMENT FACTOR:
In addition to meeting the qualification requirements above, the applicant MUST meet the following selective placement factor to qualify for this position:
Practical experience in the analysis, development and evaluation of software systems and applications, as well as expertise in utilizing cloud-based workflow automation solutions to optimize processes and improve system functionality.
