IAW OPM Qualification Standards IOR for Information Technology (IT) Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in I have one (1) year of specialized experience at the NH-02/GS-11 grade level or qualifying pay band or equivalent grade under the General Schedule (GS) or other pay systems, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled in the federal service. I have expert knowledge of the principles, methods, and techniques of cyber, IT, or IM assessment, planning, management, monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing cyber, IT, or IM projects and resources, monitoring and inspecting costs, work, and contractor performance. Ability to lead and manage information systems planning, development, implementation, operation, and maintenance as well as ability to make decisions or recommendations that significantly impact important agency cyber, IT, or IM polices or programs. ADDITIONALY, I have IT related experience that demonstrates each of the four competencies listed here: (1) Attention to detail, (2) Customer service, (3) Oral Communication, (4) Problem solving (Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training).. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of IT systems analysis, applications software concepts, security methods, and development life cycles to evaluate, design, write, test, debug, and maintain complex information systems while ensuring integration with existing database environments.
2. Knowledge of IT management information systems to isolate hardware/software problems, measure system performance, extend operating system capabilities, and support organizational operations.
3. Knowledge of software development techniques and data management concepts to design, develop, code, test, and debug large-scale programs while optimizing database processes and system effectiveness.
4. Ability to gather facts, assess requirements, apply design tools, and solve complex computer software problems using analytical and evaluative methods.
5. Ability to communicate effectively orally and in writing with management officials, IT specialists, and end users to coordinate activities and provide training and support.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
