Summary

This position is located with the Division of Health Information Technology and Modernization & Operations (DHITMO). The purpose of this position is to serve as an advisor to the management team in evaluating data, processes, and procedures to determine the effectiveness related to program operations, management, and organizational efficiency and productivity. The incumbent will report to the Supervisory Information Technology Specialist or designee.

Duties

Electronic Health Record (EHR) Application Configuration Management and Support:

  • Serves as a commercial EHR system expert in designing, building, and configuring commercial EHR applications in clinical and business settings.
  • Functions as a liaison and advocate for commercial EHR enterprise software applications between clinical and business end-users, clinical advisory groups, and clinician users of all disciplines.
  • Evaluate proposed commercial EHR configuration solutions for implementation and recommend changes to workflows, order sets, and clinical content.
  • Develop commercial EHR configuration baselines and contribute to change control processes to implement new configurations and workflows.
  • Analyzes commercial EHR vendor software release documentation and assesses potential impacts on established configurations.
  • Provides commercial EHR application education and assistance to clinical and business end-users.
  • Participates in commercial EHR system testing, change control processes, implementation, and performance monitoring activities.

End-user Support Duties:
  • Provide on-site and/or remote support for end-users during commercial EHR go-live implementation activities.
  • Conduct on-site training events when necessary to support commercial EHR go-live implementations.
  • Coordinates with Service Desk support personnel to assist clinical and business end-users with application assistance.
  • Communicate commercial EHR software application concepts using presentations, demonstrations, or formal documented reports.

Quality Improvement Analysis:
  • Develop systematic and structured approaches to evaluate software performance to improve clinical outcomes.
  • Analyzes application performance and support requests to determine patterns associated with functionality or human-centered design flaws that require intervention and recommends improvements.
  • Documents configuration issues at EHR go-live events and develops strategies to improve EHR usability and adoption.
  • Evaluate quality improvement processes that impact configuration and/or clinical workflows to support improved technology response and positive patient outcomes.

Project Management:
  • Utilize project management concepts, tools, and techniques to plan, organize, and execute all assigned tasks.
  • Utilize knowledge and experience in project management to define project scope, identify deliverables, manage risks, and communicate across teams to achieve goals and objectives.

Qualifications

MINIMUM QUALIFICATIONS

GS-13: One (1) year of specialized experience equivalent to at least the GS-12 grade level.

Examples of specialized experience at the GS-13 grade level
  • Leading or serving on a team responsible for building and configuring clinical and business applications for commercial enterprise-wide Electronic Health Record (EHR) systems.
  • Commercial EHR system upgrades, data migrations, and integration with other healthcare systems.
  • Preparing commercial EHR system change management processes and EHR application content management (order sets, workflow changes, and clinical content, etc.).
  • EHR implementations in a healthcare setting and applying that knowledge during EHR go-live events.

SELECTIVE PLACEMENT FACTOR
This position requires Oracle Cerner EHR Millennium Fundamentals or Oracle Cerner Millennium Core certification. (NOTE: Proof of certification must be submitted with your application.)
