Summary

The Administrative Office of the U.S. Courts (AO), Systems Development and Support Office, Cloud Application Division (CAD) is seeking an IT Specialist (Cloud Architect). The Cloud Architect is a subject matter expert with the technical accountability to govern, configure, and assist the Judiciary leverage third-party national cloud-based software-as-a-service platforms. This role is critical in supporting the adoption of a cloud-based environment by the courts and the AO.

Duties


The Administrative Office of the U.S. Courts (AO), Systems Development and Support Office (SDSO), Cloud Application Division (CAD) is seeking an Information Technology Specialist (Cloud Architect).

The ideal candidate has a broad range of skills, including development expertise in multiple languages and platforms, experience architecting solutions utilizing software-as-a-service applications, and experience in DevOps or DevSecOps in Gitlab or similar tools. The ideal candidate also has exceptional communication skills, both oral and written, for a widely experienced user base. As the AO matures in its cloud implementation, CAD will rely heavily on the incumbent for their expertise and guidance. The incumbent will also work on projects that are highly visible and important.

Duties of the position include, but are not limited to:

  1. Defining, implementing, documenting, and building governance for the new Power Platform architecture for the Judiciary.
  2. Defining a sustainable support model to allow internal and external developer communities to take advantage of developing in the Power Platform environments, while teaching them to independently support local applications for local use while using nationally shared resources.
  3. Supporting and insuring SDSO's standardized change management process is applied and used division wide.
  4. Assessing and meeting the security standards of each application as defined by the IT Security Office.
  5. Defining, implementing, documenting, and maintaining the solutions architecture roadmap, designs, procedures, standards, and metrics; and ensuring compliance and conformity of software architecture and technology standards.
  6. Defining, implementing, documenting, and maintaining the system architecture design framework, software design and development, IT security, and performance testing platforms.
  7. Continually improving the solutions architecture process or code development efficiency through effective leadership, individual and group training, and process improvement.
  8. Working closely with other architects to ensure system design follows the industry best practices and standards that align with the Judiciary framework.
  9. Providing regular status updates through meetings, reports, dashboards, and presentations to court customers, stakeholders, and senior management.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience as follows:
  1. Using cloud toolchains such as Amazon Web Services (AWS), Microsoft Azure, Google Cloud Platform (GCP), and Oracle Cloud Infrastructure (OCI) DevOps.
  2. Architecting solutions utilizing SaaS applications such as Microsoft (Power Apps, Microsoft Power Automate, Azure Services, etc.), Amazon Web Service, or Google.

Desired Experience
  • Setting development direction while supporting simultaneous development activities across a varied developer community.
  • Mentoring software teams and providing guidance to individual developers and teams for best practices in the industry and organization.
  • Influencing the enterprise by working across multiple teams both internal and external.
  • Leveraging best practices and standards within organizations and staying knowledgeable within an evolving industry.
