This position is located in the of the Engineering and Operations Section (EOS). Technology Directorate (TD) of the Executive Office (EXO). The EXO delivers the professional management services that power Division's people and mission. Within EXO, EOS is responsible for enterprise-wide network operations and system administration; technology asset management; telecommunications management; and Information Technology (IT) services and help desk operations.

As a Information Technology Specialist (Cloud Engineer), responsibilities of this position will include, but are not limited to:

  • Leads cloud services requirements analysis, design, planning, implementation, administration, troubleshooting, monitoring, performance analysis, security, and cost management for the enterprise.
  • Leads and oversees the analysis of cloud services and business requirements to identify potential new or improved IT solutions and innovations.
  • Employs advanced program and project management techniques and methods to lead, manage, and coordinate major Information Technology (IT) program segments and projects, including identifying issues and approaches, determining resource requirements, providing direction and guidance to other program/project staff, ensuring outcomes are consistent with objectives and requirements, and keeping management officials informed of progress, milestones, issues, problems, and accomplishments.
  • Assists, establishes, and maintains robust governance, compliance, and risk management programs for the Agency's cloud services.
  • Supports system hardening and compliance of information assurance security controls such as IAVAs and STIGs. Maintains, tests, and implements disaster recovery procedures.
  • Develops systems security contingency plans and disaster recovery procedures for the Agency's cloud service.
  • Develops tools, scripts, or templates that automate cloud security controls, governance, compliance validations and operational processes.
  • Researches, evaluates, and deploys advanced cloud computing systems and large data analytics for clients in research and production areas.
  • Prepares and presents information and briefings on critical, complex, or controversial applications software issues and problems to senior level management officials and program staff.
  • Develops and interprets policies, procedures, and strategies for use in developing and securely implementing applications software throughout the agency.

Qualifications

To qualify for the position of Information Technology Specialist (Cloud Engineer), you must meet the Basic Qualification Requirements AND possess the required Specialized Experience specific to the series and grade listed below. This experience must be identified in your resume.

Basic Requirements:
  • Attention to Detail - Is thorough when planning, developing, and carrying out vital tasks in managing IT projects and other IT business functions;
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; AND,
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience: GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 grade level in the Federal service that includes the following duties:
  • Experience with developing, IT systems strategic approaches and solutions to resolve the most complex and unprecedented cloud-based administration issues and problems;
  • Experience with applying program and project management principles and methods, to lead, plan, organize, and carry out major IT programs and projects of critical importance to the agency IT cloud systems and services;
  • Experience with utilizing new and evolving IT technologies and developments, the latest programming technologies, and frameworks, to include AWS CloudFormation, Chef Automate, Azure Automation, Puppet, Ansible, vRealize, and similar to provide leadership with expertise in enhancing and improving agency IT systems and cloud services; AND,
  • Experience with providing technical expertise, guidance, consultation, and advice to senior agency officials and other technical and program staff on complex IT cloud-based administration issues and problems.
