Summary

This position is located in the Corporate Operations Branch, Corporate & Legal Operations Section, Legal Information Technology Unit in the Legal Division and is responsible for providing comprehensive cost-effective information technology services.

Duties

At the full performance level, major duties include:

  • Provides Legal Division representation and support for corporate data management products and tools, such as master and reference data, data warehouse and integration, data dictionary, and data catalog repositories.
  • Participates as a contributing member of system development project teams, performing data requirement analysis, data modeling tasks, data warehousing/integration, and development of data visualizations.
  • Develops and presents visualizations of data using analytical tools such as Tableau and Microsoft Power BI.
  • Serves as the division’s information/data security liaison and is responsible for general data security responsibilities in support of the FDIC’s Information Systems Security Management program, including data security matters pertaining to access control, Contractor systems, Business/Citizen-led Solutions, OCISO (security & privacy) and Corporate IT functions.
  • Provides expertise to Legal project teams and business units on information security issues, compliant with industry standards; Identifies new information security issues that may have impact on existing or new Legal systems, tools, or applications.
  • Assesses customer business processes and activities, performing data analysis to document and diagram business tasks and processes that may be enhanced through improved data management practice or proposed solutions.
  • Serves as project manager responsible for applying project management methodologies in support and development of data design, management and implementation, and documentation as outlined in the Systems Development Life Cycle (SDLC) for assigned development projects.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Specialized Experience: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-12 grade level or above in the Federal service. For this position, Specialized experience is defined as experience in safeguarding data integrity and security; designing and implementing interactive data visualizations with Microsoft Power Platform solutions such as PowerApp, Power Automate, PowerBI and Tableau; and utilizing project management and system development methodologies to create, maintain, and support business solutions.

You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following competencies:

• Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

• Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  7. Knowledge of National Institute of Standards and Technology (NIST) Special Publication guidance on the implementation of FISMA.
  8. Skill in business process improvement workflows, evaluation of processes, business process modeling, and tools used to model, build, test and implement IT BPI solutions.
  9. Skill in applying advanced IT & Project Management principles, concepts, methods, standards, and practices to develop and interpret policies, procedures, and strategies governing the planning and delivery of services throughout the Legal Division.
