Duties

This position is located in the Engineering and Operations Section (EOS), Technology Directorate (TD) of the Executive Office (EXO), Antitrust Division (Division), Department of Justice (Department or DOJ). Within EXO, EOS is responsible for enterprise-wide network operations and system administration; technology asset management; telecommunications management; and Information Technology (IT) services and help desk operations.

The Antitrust Division (Division) is seeking to fill a Information Technology Specialist (ENTARCH) (Technology Architect) position in the Engineering and Operations Section (EOS).As a Information Technology Specialist (ENTARCH) (Technology Architect), responsibilities of this position will include, but are not limited to:

  • Directs and oversees the implementation of the development of technical standards and procedures to facilitate the use of new technologies, as well as developing guidelines for using and applying new technologies.
  • Directs and oversees the implementation of modernization of the technology stack to include cloud native computing, containerization, microservices, and application programming interfaces (APIs).
  • Directs and oversees the implementation of development of a comprehensive Disaster Recovery Plan, including Continuity of Operations (COOP).
  • Develops and manages the relevant budget and resourcing plans and tracks budget performance.
  • In-depth knowledge and expertise in artificial intelligence, machine learning, deep learning, and natural language processing, with a proven track record in designing and developing AI systems.
  • Expertise in cloud computing, big data technologies, and distributed computing, with a deep understanding of how these technologies can be leveraged to support AI solutions.
  • Ensuring the technology portfolio will reliably, securely, and cost-effectively satisfy the needs of the organization.
  • Ensures IT resources are aligned with near-term and long-term agency goals, associated business and technical requirements, and in support of enterprise architecture imperatives.
  • Oversees the technology investment portfolio and contributes to strategic capability management by: 1) synchronizing the technology investment portfolio with the technology acquisition portfolio to optimize cost and effectiveness; and 2) coordinating the work of the Applications Architect (AA), the Data Architect, and the Infrastructure Architect (IA) to align the composite architecture.
  • Supports the operational capability by ensuring the IT asset inventory is complete, actively managed, and accessible in the form of a service and product catalog that is made available to ATR users and customers.
  • Provides enterprise-level awareness of the technology portfolio to the Deputy Chief Information Officer (DCIO). Supports the Chief Technology Officer (CTO) and works in close collaboration with the architecture team and other staff across TD.
  • Guides compliance with FedRAMP to ensure standardized security assessment, authorization, and continuous monitoring of cloud products and services.

Qualifications

To qualify for the position of Information Technology Specialist (Technology Architect), GS-2210-15, you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade.

Basic Requirements:
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail;

Specialized Experience: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 grade level in the Federal service that includes the following:
  • Experience with formulating a budget that reflects a strategic approach, aligning technology investments with business goals;
  • Experience with synchronizing a technology investment portfolio with a technology acquisition portfolio to optimize cost and effectiveness;
  • Experience with the modernization of the technology stack to include cloud native computing, containerization, microservices, and application programminginterfaces(APIs); and
  • Experience with supporting Software Development Lifecycle (SDLC) processes.
