Summary

Positions are located in:

Region I, Division of Resource Management; Information Resources Branch, King of Prussia, PA

Region IV, Division of Resource Management and Administration; Technology and Information Resource Branch, Arlington, TX

These positions are being filled via Direct Hire Authority.

This position is not subject to security ownership restriction reporting requirements.

Security clearance level is based upon the position being filled.

Duties

The successful candidate will perform some or all of the following IT activities for the regional office.  As an IT Specialist, you may administer, develop, deliver, and support information technology (IT), telecommunications, audio-visual systems and services, information security (INFOSEC) and communications security (COMSEC).  You may oversee the planning, design and implementation of new and enhanced information systems; oversee the design, modification, testing, installation, and implementation of new or existing applications software; plan, install, configure, test, and maintain the systems environment; oversee the configuration, installation, implementation, and maintenance of the systems; and, ensure the integrity and availability of systems, networks, and data through information systems security policies and procedures. You may serve as a Communications Security (COMSEC) custodian or alternate custodian, responsible for the receipt, transfer, accounting, crypto-security, physical security, safeguarding and destruction of assigned COMSEC information, equipment and material, as needed.  Such duties may include but are not limited to:

  1. Provide advice and assistance to the Branch Chief and to management on all aspects of IT, telecommunications and audio-visual systems and services to meet the business requirements of the Regional organization.
  2. Manage complex IT, telecommunications, audio-visual and other IRB related projects for the branch.
  3. Evaluate the Region's communications requirements and develop specifications and Statements of Work for communications programs.  Manage proposals for services and equipment for telecommunications needs.
  4. Perform independent analysis of major regional information processes and operations.  Provide advice on the utilization of state-of-the-art systems technology to streamline and achieve efficiencies in business practices.  Prepare evaluations of requirements, provide input to the final technical decision, and recommend course of action for management consideration.
  5. Perform research into state-of-the-art information technology means, including software, hardware, and communication networks and devices which can be effectively applied to achieve the desired efficiencies.  Analyze the findings and develop recommendations.  Coordinate the development and implementation of improvements.
  6. Conduct analysis to interpret highly complex program needs, determine IT, telecommunications, and audio-visual requirements, and develop the required specifications and associated hardware/software and network configurations.  Coordinate with the Office of the Chief Information Officer (OCIO) and other staff interpreting and implementing these requirements.
  7. Serve as a COMSEC custodian responsible for secure phones, including cell phones, the key management infrastructure (KMI), secure videoconferencing, the Defense Messaging Service (DMS) using SIPRNet and HSDN, and the Safeguards Information Messaging Network.

Qualifications

Applicants will be evaluated in accordance with the Office of Personnel Management (OPM) Qualification Standards for Information Technology (IT) Management Series, 2210.  Position requirements vary depending upon the specific grade.  You must meet any minimum experience or education requirements per OPM qualifications standards and demonstrate through experience and/or education that you possess the quality level of knowledge, skill, and ability necessary to perform the duties of the position at the grade level for which applying. 

This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.  

Education substitution for GG-11 only:  Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree

For all positions, experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  2.   3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE is defined as: Experience that demonstrates knowledge of the theories, principles, and practices in the information technology field.  This experience must include work in applying information technology principles, concepts and methods related to application development, web development, computer software/hardware, and networking configurations. 

The ideal candidate will be able to demonstrate the following:

  1. Experience in the computer system analysis and design sufficient to independently perform work processes by computer through establishing system requirements and analyzing hardware and software needs implementation, operation and maintenance of the system.
  2. Knowledge and experience with microcomputers, other types of computers, Local and Wide Area Networks (LAN/WAN), Inter and Intranet, client/server and related software, hardware and networks.
  3. Knowledge and experience in applying project management techniques.
  4. Skills in technical, complex written and oral communication, technical presentations, document management and group and individual instruction.

Education

If you are qualifying based on education, the following applies:

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

The duty location of these positions are either Region I, King of Prussia, PA or Region IV, Arlington, TX. In general, employees are expected to be in the office at a minimum of 4 days per pay period. Telework schedules are approved on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement.
