Summary

This position is located in The Office of the Chief Information Officer (OCIO), IT Services, Development & Operations Division (SDOD), Enterprise Applications and Platforms Services Branch. The supervisor is Dale Goode. 

This  position is Bargaining Unit with the National Treasury Employees Union, Chapter 208 

This position is not subject to Confidential Financial Disclosure or security ownership restriction reporting requirements

Duties

As the IT Specialist (Operating Systems), the incumbent serves as a highly qualified technical specialist in the fields of Mobility Unified Endpoint Management, Microsoft Office 365, Windows desktop and on-premise server operating systems for agency-wide requirements. Responsible for performing technical evaluations and recommending, selecting, developing and integrating associated endpoints/services. Supports operations of associated infrastructure, applications, and customer service / support desk. Develops, evaluates, updates and implements agency policy, governance, and standard operational procedures for the use and management of mobile endpoints, workstations, software, infrastructure and services. Provides Contracting Officer's Representative (COR) functions including contractor oversight, budgeting, review and approval of invoices. Reviews, recommends, approves, and provides oversight for Service Level Agreements (SLAs), deliverables, purchases of hardware and software, peripherals, applications, and support services. Evaluates user needs and acquires, configures, installs, integrates, and supports associated applications, devices, infrastructure and services. Coordinates the administration, maintenance, and support of emergent requirements to meet agency needs.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.  

The ideal candidate will be able to demonstrate the following:

    • In-depth knowledge and experience in the purposes, uses, capacities, characteristics, installation, configuration, operational monitoring capabilities, and management of Microsoft 365 platform offerings, Windows Operating Systems for desktops and servers, Mobility, mobile endpoints and these systems, services, and infrastructure.
    • In-depth experience in identification, troubleshooting, and the resolution of technical problems and service requests related to Microsoft 365 platform offerings, Windows Operating Systems for desktops and servers, Mobility services, mobile endpoints systems, services, and infrastructure and make appropriate recommendations to management, contractors, and other NRC staff.
    • Knowledge of government regulations and agency policies pertaining to contracts for Microsoft 365 platform offerings, Windows Operating Systems, and Mobility systems, services, and infrastructure.
    • Demonstrate the ability to effectively communicate information, ideas and advice in a clear, concise and logical manner, both orally and in writing to both internal and external organizations.

SPECIALIZED EXPERIENCE is experience that demonstrates Advanced knowledge of the principles and objectives of Microsoft 365 platform offerings, Windows OS desktop, servers, mobility, mobile endpoints, operating systems, unified endpoint management, their associated systems, services, and infrastructure, and the means by which to secure them.

Additional information

The duty location of this position is Rockville, Maryland. In general, employees are expected to be in the office at a minimum of 4 days per pay period**.  Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
