Summary

This position is located within the Department of Technology Services (DTS), Information Technology Security Office (ITSO), Security Mission Integration (SMI). The incumbent will function as a Cybersecurity Data Analyst and will have strong technical expertise in cybersecurity, and a proven track record of extracting insights from security data.

The selectee of this position may be assigned to an official duty station within or outside the Washington, DC metro area. Accordingly, pay will be set based on the locality area/official duty station assigned.

Duties

The Cybersecurity Data Analyst will be responsible for analyzing, correlating, interpreting and visualizing data to uncover trends, patterns and precursors to potential incidents that can impact the resilience and cybersecurity posture of the judiciary. The incumbent will conduct gap analysis to determine the cybersecurity capabilities that provide the most cost-effective solution to existing and expected challenges. They will have substantial experience in identifying, collecting, and reporting on key performance metrics to enable data-driven decision making and improve the organization's cyber security posture. The incumbent will perform various duties under the direction and guidance of the Security Data Analytics Branch Chief.

Duties include, but are not limited to:

  1. Analyzing and extracting insights from security logs, alerts, and incident data to identify potential security threats, vulnerabilities, and other relevant trends.
  2. Utilizing advanced data analytics techniques to break down vast volumes of data and gain deeper insights into the judiciary's security landscape.
  3. Utilizing statistical analysis, machine learning, and other data science methodologies to uncover patterns, anomalies, and relationships within cybersecurity data.
  4. Cleaning and labeling datasets in preparation for use in machine learning models.
  5. Resolving data quality, completeness, and accuracy issues.
  6. Identifying, mapping, and establishing data sources relevant to security metrics.
  7. Translating concepts and results into reports and presentation for leadership.
  8. Creating data visualizations and reports to communicate findings and insights to cybersecurity teams and management.
  9. Ensuring the accuracy and reliability of cybersecurity data sources and data quality.
  10. Creating documentation providing transparency into the cybersecurity analytic process.
  11. Confirming the accuracy of anomalous activity and incident management statistics.
  12. Analyzing and defining data requirements and specifications.
  13. Developing data standards, policies, and procedures.
  14. Leadership and collaboration providing delivery of complex analytical projects.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following:
  • Data analysis, with experience in cybersecurity data analysis.
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate information with attention to detail and accuracy.
  • Experience in data transformation, interpretation, and quantitative data analysis.
  • Strong communication skills to convey complex findings to technical and non-technical stakeholders.
  • Knowledge of statistics and experience using statistical packages for analyzing data including regression, properties of distributions, statistical tests and proper usage.
Desired, but not required: Applicants with one or more of the following certifications are high desired:
  • Certified Information Systems Security Professional (CISSP)
  • Certified Information Security Manager (CISM)
  • Certified Information Systems Auditor (CISA)
  • Certified Data Management Professional (CDMP)
