Summary

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located in Pyong Taek, South Korea.

This is a position with an initial overseas tour of 36 months with possible extensions for a total of 5 years.

Duties

  • Provide Microsoft Active Directory organizational unit (OU) administration to add, modify, move, and remove server, user and computer objects.
  • Maintain accountability for Active Directory and other server operating system and application software licenses.
  • Perform security checklists on operating systems and perform system backups for each server.
  • Identifies, analyzes, diagnoses, and resolves operational problems involving the interrelationships of devices between end users and servers.
  • Create shared folders on a common and mission server drives to enable a group of employees to share and work on same files.
  • Provide system administration and operating system support for file, print, and common user application servers, server farms/banks on classified and unclassified networks and mission and tenant organization servers.
  • Install hardware, server operating systems, and applications according to the Army Best Business Practices (BBP); apply Army standard configurations and Security Technical Implementation Guides.
  • Document the applicable applications, services, and configurations; and scan servers with the Army Gold Disk.

  • This position requires the completion of a pre-employment Physical Examination and annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Three year trial/probationary period may be required.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • Must satisfactorily complete the appropriate training and obtain the required certification for this position as outlined in DoDM 8140.03 Cyberspace Workforce Qualification and Management Program dated 15FEB2023.
  • Emergency Essential designated requiring you to perform the duties and requirements of the position in the event of crisis until relieved by proper authority along with additional medical requirements.
  • Note: Key and Essential are not to be filled by persons with military recall status (one who is in status of a Ready Reserve, Standby Reserve or is military retiree subject to recall active duty).
  • This position requires the incumbent to obtain and maintain the appropriate Information Assurance certification in accordance with DoD 8570.01-M, Information Assurance Workforce Improvement Program, within 6 months of entry onto duty.
  • The Information Assurance Technical (IAT) level for this position is IAT II. (IAT) level for this position is IAT II.
  • Overtime and On-Call Duty may be required on short Notice to include nights, Holidays, and Weekends.
  • Work requires 10% travel away from the normal duty station on a regular basis.
  • This position requires the incumbent to possess, or obtain and maintain, a valid official U.S. Passport and state Driver's License.
  • Employee must pass a medical examination and receive required immunizations for the overseas/deployed location.
  • Current DoD Employees: If a current permanent CES employee, you shall be granted administrative return rights. If not a current permanent CES employee, you may be granted administrative return rights if agreed to by your CONUS organization.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret/NCS security clearance or access for the duration of employment.
  • In accordance with DoD CES Personnel System Implementation Guidance for Overseas Rotations and Administrative Return Rights, employees must be able to satisfy the rotation requirement and tour limitations in DoD Instruction 1400.25 Volume 1230.

Basic Requirement for IT Specialist (Systems Administration):

Specialized and Other Experience: Applicant must have one year of directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by administering Active Directory services including accounts and group membership; performing System Administrator functions across server operating systems including supporting various roles such as file, print, or web services; applying Security Technical Implementation Guides (STIGs) to Windows operating systems; and managing multiple servers or computers using centrally managed tools.

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.

(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.

(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.

(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.
  • The initial length of this overseas tour is 36 months.
