Summary

This position is assigned to Fleet and Family Readiness (N9); Fleet Readiness (N92); Commander, Navy Region EURAFCENT; Naval Air Station Sigonella, Sicily, Italy. The primary purpose of this position is to serve as the Installation Fleet Readiness Director with oversight of Morale, Welfare and Recreation (MWR), Galley (GL), and Child and Youth Programs (CYP). This position has the responsibility for the leadership, direction, management, productivity, and cost effectiveness of assigned programs.

Duties

Program management duties:

Ensures the overall successful management, administration and operation of activities, services and facilities of assigned programs.
Develops and executes policies pertaining to the management of activities, operations and services for MWR, GL and CYP programs.
Serves as the principal advisor and authority to installation command on matters impacting the MWR, GL and CYP programs.
Provides advice, guidance and recommendations to the Commanding Officer and respective region program directors.
Responds personally to complex and delicate problems having implications on overall policies and procedures.
Formulates and monitors application of policies for administration and management of MWR, GL and CYP facilities and services.
Coordinates and administers changes and revisions to instructions and policy directives and provides interpretation of existing policies as necessary.
Plans and forecasts operational requirements in addition to performance of all program delivery.
Drives vehicle to inspect facilities within area of responsibility (AOR) to ensure they are well-maintained and appeal to the needs of the varied clientele.
Provides advice and guidance to program and facility managers on interpretation and formulation of technical, functional and program activities.
Documents deficiencies and operational problems and initiates corrective action and management strategies.
Reviews and analyzes programs continuously, conducts activity visits to ensure activities maintain consistently high standards of performance and customer service in the management and operation of their programs.
Works towards the achievement of meeting program standards and achieving accreditation status.
Identifies, on a continual basis, areas for potential improvement or more efficient services and establishes objectives toward that end.
Prepares long range plans to ensure supplies, equipment, funds and facilities are available to efficiently operate programs.
Determines future requirements for additional equipment and facilities.
Develops studies to evaluate the adequacy of current equipment, facilities and services.
Develops standards and specifications for new or renovation type construction projects and manages capital improvement programs.
Financial Management duties:
Plans and executes the overall management and direction of the financial, operational and personnel assets of both Appropriated Fund (APF) and Non-appropriated Fund (NAF) organizations.
Optimizes the provision of programs and services through use of standard business practices, cost reduction, efficiency improvement, production projections, staffing levels and operating budget for MWR and CYP programs.
Develops and implements new and advanced business operation techniques and methods to optimize the achievement of goals while simultaneously balancing the application of resources.
Manages the financial wellbeing of MWR, GL and CYP programs with oversight of the fiscal and budgetary responsibilities.
Ensures preparation and consolidation of comprehensive business plans for repairs and replacement of facilities and programs.
Devises and institutes innovative techniques of management in order to cope with ever increasing demands for quantity, quality, and complexity of services in the face of diminishing resources.
Analyzes budget execution to ensure maximum benefit is received from financial resources without sacrificing efficiency or violating established resource management system procedures.
Analyzes financial data, reviews budgets, and submits reports and recommendations.
Ensures all staff adheres to authorized methods of acquisition.
Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, and statistical and narrative data for top-level presentations and briefings.
Supervisory duties:
Directs work to be accomplished by a workforce of Appropriated Fund (APF/GS); Nonappropriated Fund (NAF); military; and foreign national employees; and acts as Rating Official.
Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities
Conducts annual performance reviews of staff.
Participates in section staffing decisions.
Ensures staff receives proper training to fulfill requirements of their positions.
Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.

  • Must be able to obtain and maintain Secret Security Clearance.
  • Position may be eligible for ad-hoc telework IAW DoD and Navy policy.
  • Must have or be able to obtain and maintain a valid state driver’s license.

  • Report upon entering the position and annually, in accordance with DoD Directive 5500-7R, Joint Ethics Regulation, dated 23 March 2006.
  • Must be able to work varied work schedules to include nights, weekends and holidays.
  • Occasional travel of less than 10% percent may be required.

Qualifications

KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of a wide range of principles, concepts and techniques relating to the mission, vision, and functions of MWR, GL, and CYP programs.
Knowledge in facility management to ensure all spaces are fully and properly programmed, utilized, maintained and when necessary, renovated or replaced.
Knowledge of CNIC's organizational structure, functions, and mission.
Knowledge of and skill in interpreting DoD and Navy policies, regulations, and procedures pertaining to the planning, budgeting, funding, and management of MW, GL, and CYP.
Knowledge of Local National Conditions of Employment, pertinent Italian laws, instructions and standards of conduct sufficient to advise subordinates and personally supervise a foreign national workforce.
Knowledge of relationships of short- and long-range planning in order to support numerous management programs and to integrate, fully coordinate, balance and monitor a wide variety of complex projects, actions and initiatives.
Knowledge of general business principles of financial management, including budgeting, cost and profitability, financial reporting, internal controls, auditing, and purchasing, for NAF to ensure best use of resources and to plan for operating costs, major and minor construction, renovation, and capital purchases.
Knowledge of and skill in applying analytical and evaluative methods and techniques.
Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
Skill in presenting briefs and presentations.
Skill in developing new methods, approaches, and procedures to ensure programs are kept current with patron desires, and full utilization of personnel and resources are consistently realized.
Ability to develop a thorough understanding of the mission and objectives in order to conduct in-depth, comprehensive analysis relating to actions,
projects and programs, provide recommendations, and make decisions from an overall top management standpoint.
Ability to plan, conduct and document a variety of comprehensive studies and reports.
Ability to plan, schedule and supervise work to achieve the most efficient utilization of facilities, employees and equipment.
Ability to exercise all delegated supervisory and managerial authority to the fullest extent possible with responsibility for accomplishing the designated mission.
Ability to supervise and direct the work of other employees, monitor performance, and assure adequate internal control procedures are developed and operative.
Ability to solve, improvise, work under pressure and handle crises effectively.
Ability to interpret complex instructions, directives, and correspondence and to apply them to specific situations throughout the chain of command.
Ability to effectively communicate orally and in writing.
