Summary
This position is assigned to Fleet and Family Readiness; CNRMA; Naval Weapon Station Yorktown, Newport News Annex. The purpose of this position is to serve as a subordinate, on-site manager, representative and technical advisor for the planning, organization, administration, and management of the installation FFR Program (N9) Activities supporting Quality of Life /Quality of Service .Is responsible for the effective coordination of N9 functions which support the installation and tenants.
Duties
Program Management duties comprise 65% of incumbent's time and include but are not limited to:
- Utilizes cost efficient and competent management techniques; monitors, continuously evaluates services, programs, and facilities at the installation level to ensure eligible users are provided with high quality products, services and programs.
- Works closely with the Annex and Installation leadership on matters pertaining to planning, programming, budgeting, tracking, and execution of all N9 programs.
- Keeps installation and program leadership apprised of important operational developments.
Recommends policy and changes to the command leadership as required.
- Ensures the Command is aware of problems having significant or adverse implications reflecting on the program or public relations.
- Liaise with Huntington Ingalls Industries (HII) Newport News Shipyard navy commands and activities, other military services, outside agencies, and professional organizations concerning N9 operations. Coordinates input from HII Newport News Shipyard navy commands and activities, including councils, boards, and advisory groups pertaining to required services and effective operations.
- Works with Installation N9 Program Directors to plan, coordinate, and implement required services and changes to operations to support QOL/QOS needs for navy commands and activities at the HII Newport News Shipyard.
- Coordinates with various Navy elements and the owner of the Private Shipyard.
- Ensures facilities are properly maintained and repaired. Conducts regular plant, property, and equipment inspections, and recommends facility and program enhancements. Coordinates and ensures work requests are submitted based on established procedures. Ensures equipment maintenance and repair work is accomplished.
- Ensures all operations, products, and services are conducted or delivered within regulations and policies.
- Implements processes for timely completion of inspections, inspection reports, and follow-up actions.
- Develops draft responses to inspection and audit reports and proposes procedures for corrective actions to higher level authority.
- Works with Installation N9 Program Directors and Region Commercial Activities Department to plan, develop, and provide a comprehensive marketing, sales, and commercial sponsorship program and plan designed to reach, inform, and attract military personnel and their dependents. Ensure the plan informs all customers of the various programs and services available across the Annex
- Ensures fire, safety, sanitation, security, and environmental regulation compliance. Maintains responsibility for the administration of a comprehensive Safety, Hazardous Materials, and Occupational Health Program.
- Attends conferences and meetings at other locations and coordinates as required.
Supervisory duties comprise 20% of incumbent's time and includes but are not limited to:
- Directs work to be accomplished by a workforce of Appropriated Fund (APF/GS) and Nonappropriated Fund (NAF) employees: at least 4 personnel (NF-0188-03/04; GS-1173-11) and acts as Rating Official. Provides second level supervision for at least 6 NF/GS employees (NF-0189-02; NF-0188-03; and positions within housing) and acts as a Senior Rating Official.
- Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities;
- Conducts annual performance reviews of staff;
- Participates in section staffing decisions;
- Ensures staff receives proper training to fulfill requirements of their positions;
- Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary; and
- Fosters a work environment free of discrimination, harassment, and/or reprisal and ensures equitable treatment of all staff.

Financial duties comprise 15% of Incumbent's time and include but are not limited to:
- Develops budgets (both NAF and APF) for inclusion, review and approval from the N9 program directors.
- Ensures the propriety of resource expenditures, accurate inventories, and controls for NAF and APF property; and is responsible for the sound overall economic operation of assigned activities through regular analysis of financial assets and liabilities.
- Keeps Annex Operations Officer and installation N9 program directors apprised of budget deviations and unsatisfactory operating results within the N9 programs at the Annex.
- Maintains responsibility for all assigned property, equipment and merchandise.
