Specialized Experience GS-12
You qualify for the GS-12 grade level if you possess the specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent private sector experience, performing duties such as:
- Consults with the supervisor or assigned Senior Officer before advising higher-level management of the agency.
- Assists higher graded personnel in providing advice and guidance to senior management of DHS on controversial matters that can affect the agency's mission accomplishment.
Specialized Experience GS-13
You qualify for the GS-13 grade level if you possess the specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent private sector experience, performing duties such as:
- Identifying information needs for a wide range of customers, up to and including senior leadership.
- Serving as the primary liaison to share and receive intelligence.
- Gathering and disseminating intelligence information in support of ongoing or emerging programs or projects.
- Undertaking diplomatic and sensitive communications with various stakeholders.
- Preparing and presenting intelligence briefings to U.S. government personnel, up to and including senior leadership.
- Implementing and enforcing security requirements for assigned programs.
- Developing and providing recommendations to inform Branch and Division decisions and operations.
- Addressing inquiries and requests for information.
NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.
Substitution of education in lieu of specialized experience may not be used for either grade level.

MUST submit a copy of their SF-50 Form which shows competitive or excepted service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. If you are applying for a higher grade, please provide the SF-50 Form which shows the length of time you have been in your current/highest grade (
examples of appropriate SF-50s include promotions, With-in Grade/Range Increases, and SF-50s dated a year apart within the same grade/job). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
