Duties

This position is located in the Intelligence Analysis Division, Intelligence Services Bureau, Protective and Intelligence Operations, United States Capitol Police. Provides assistance and/or performs work to facilitate actions for major segments of complex intelligence, investigative and analytical activities for a broad geographical area. Gathers sensitive evidence and intelligence information that aids and enhances the effectiveness and efficiency of the United States Capitol Police (USCP) protective security programs and services.

Plans, collects, and analyzes intelligence information from unclassified and classified sources while staying attentive to emerging intelligence sources and trends. Manages the collection of publicly available information in a given geographic region or a specific subject area to meet mission needs using Open Source Intelligence (OSINT) including mass media, the internet specialized journals, studies, conference proceedings, geospatial information and more. Provides support and assistance and/or evaluates and interprets incoming intelligence reports and other information vital to the success of the USCP protective and security programs.
Develops and maintains specialized databases, files, and records according to assignment.

Provides administrative support and/or performs comprehensive reviews, evaluations and manages complex intelligence information databases. Provides assistance and/or prepares special security reports and documents on a routine, continual basis.

Conditions of Employment

You must be a U.S. Citizen. Successful completion of a Background Investigation is required. Must complete a one year probationary period. Must be able to obtain and maintain a Top Secret/SCI security clearance. Must be able to work flexible or additional hours. This position may be the midnight shift. Must successfully complete all required training. Please provide an intelligence writing sample within the last 5 years of the closing date of the announcement.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

CP-08/GS-10 level: Applicants must have at least one year of specialized experience equivalent to at least the CP-07/GS-09 grade level. Specialized experience includes 1) researching, analyzing, and evaluating intelligence information and data; 2) experience in Open Source Intelligence (OSINT) which includes mass media, social media, academic material and more; 3) experience in reviewing requests for information and making preliminary determinations of appropriate sources for acquiring such information; 4) preparing time-sensitive detailed and accurate assessments and reports in support of intelligence or law enforcement operations.

CP-09/GS-11 level: Applicants must have at least one year of specialized experience equivalent to at least the CP-08/GS-10 grade level. Specialized experience includes 1) ability to use intelligence database applications and intelligence database management; 2) skill in applying law enforcement intelligence gathering techniques and procedures, investigative methods, and protective operations; and 3) familiarity with intelligence techniques and operations to manage and control information. 

CP-10/GS-12 level: Applicants must have at least one year of specialized experience equivalent to at least the CP-09/GS-11 grade level. Specialized experience includes. 1) providing assistance and/or performs work to facilitate actions for major segments of complex intelligence, investigative and analytical activities for a broad geographical area; 2) gathering sensitive evidence and intelligence information that aids and enhances the effectiveness and efficiency of protective security programs and services; 3) planning, collecting and analyzing open source information from the internet, while staying attentive to new social media sources and trends; 4) providing support and assistance and/or evaluates and interprets incoming intelligence reports and other information vital to the success of protective and security programs.

Criminal History Check -- Must successfully pass a comprehensive criminal history check of the past 10 years if offered employment. A criminal history check will be performed on applicants who accept an offer of employment. Credit Check -- Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification. Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
