Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W453AA JOINT INTERAGENCY TASK FORCE SOUTH.

Serves as a counterdrug intelligence analyst team leader for a Tactical Analysis Team (TAT) in Bogota, Colombia.

Duties

  • Guide, direct, and conduct intelligence analysis and production concerning drug-trafficking organizations and their operational methods, capabilities, and vulnerabilities.
  • Assess developments that could change methods or vulnerabilities of drug-trafficking and the operational plans to counter such threats.
  • Maintain liaison with analysts in other intelligence agencies, law enforcement agencies and embassy country teams sufficient to discuss mutual analytical problems and production requirements.
  • Provide guidance to team members on accomplishing goals and objectives in support of the organizational mission.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SSBI with eligibility for sensitive compartmented information (SCI).
  • Duty is performed at an OCONUS station and may require changes in duty hours, including nights, weekends, and holidays.
  • Incumbent's personal behavior must not offend mores, customs, or laws of the host nation.
  • TDY travel may be required less than 25% of the time.
  • Must be able to pass the JIATF South overseas screening physical.
  • The incumbent of this position must be proficient in the Spanish language. To be considered for this position, you must indicate in your resume that you are proficient in the Spanish language.
  • Employee must receive and maintain diplomatic credentials and permission of Chief of Mission to remain in country.

In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience assisting in the development of the analytical framework for decision making, identifying information gaps and biases in the collection and production processes, producing all source intelligence analysis and reports and collaborating with Federal and international law enforcement and intelligence organizations to develop strategic plans.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

The incumbent of this position must be proficient in the Spanish language, orally and in writing. To be considered for this position, you must indicate in your resume that you are proficient in the Spanish language.
