Summary

The Fleet and Family Support Program (FFSP) is the Navy's primary agency for delivering an array of human services intended to enhance the stability and self- sufficiency of individuals and families, resulting in increased operational readiness. FFSP direct services are provided by installation Fleet and Family Support Centers (FFSC).

Duties

Program Development and Execution

  • Serves as non-clinical consultant and instructor.
  • Develops, coordinates, and instructs the Intercultural Relations course programming including but not limited to advance cultural classes, new-comers briefs, skill-building (overcoming culture shock, managing stress, and understanding cultural differences) and various Work and Family Life (WFL) relocation and cultural issues and concerns as part of on-going FFSC Skills for Living program.
  • Performs tasks in accordance with relocation cultural adaptation program instructions. Assists clients with relocation issues, including area orientation, schools, housing, childcare, sponsorship, smooth move, new spouse orientation, and personal problems such as relocation stress, cultural adaptation, and disruption of social and family ties.
  • Provides hands-on training in the use of Singapore public transportation, shopping and basic needs by conducting field trips in order to provide rapid familiarity of Singapore environment.
  • Prepares lesson guides, audio, visual aids, and handouts for distribution.
  • Provides orientation training to all newly arrived personnel. Topics include introduction to the country and its culture, customs, foods, language, currency, etiquette, etc.
  • Coordinates Singapore American Friendship Program in order to familiarize base personnel with the Singapore community, custom, culture and the languages.
  • Provides and facilitates the simple translation services to base personnel.
  • Develops, prepares and maintains an assortment of maps and narrative directions to popular local sites, destinations, and off base process such as licenses, vehicle, cell phone services and other local regulations for everyday personal services.
  • Tracks national and local data on public service events, festivals and travel information.
  • Develops and facilitates follow-on workshops to further awareness and understanding of the local culture; provides encouragement and skills to help military members, family members, and other eligible beneficiaries continue their adjustment process overseas and promote positive interaction with the host nation.
  • Keeps up-to-date on current Singaporean affairs to update services and disseminate accurate information to customers. Conducts individual non-clinical counseling to assist customers with cultural adaptation issues.
  • Develops ICR brief and Liberty packet for visiting personnel and ships. Serves as a point of contact with the Singapore National Tourist Organization and other related agencies.
  • Performs front desk duty as needed in support of the entire center. This includes answering the center's central telephone system, greeting and responding to walk-in customers, registering participants for workshops, and determining the best appropriate referral service within the center.
Home Visitor Program
  • Conducts Singapore Home Visitor program for newly arrived personnel to acquaint them with their new off-base homes, use of appliances, and assists with locating various important facilities such as, where to pay bills, school bus stops, public transportation, etc. along with introducing them to their neighbors.
  • Interviews and assesses client needs and concerns related to Intercultural Relations, Relocation Services and Information and Referral.
  • Identifies and clarifies issues/concerns and determines appropriate referrals within FFSC or civilian/military community.
  • Assists clients in prioritizing issues and developing plans and goals tailored to specific needs and concerns. Provides advice, guidance, and additional referral options to clients as needed.
  • Monitors and tracks each case to evaluate and ensure customer service and client satisfaction.
  • Periodically reviews cases with the FFSC Site Manager or WFL Consultant, recommending and carrying out appropriate actions to resolve concerns.
Program Data Analysis
  • Contact appropriate off-base local agencies such as local governments, cultural, historical facilities in order to provide off-base information to U.S. Department of Defense base personnel.
  • Provides specified data for off base living to include information concerning Singapore homes, paying household bills, consumer education, cultural and recreational opportunities occurring in the NSA Singapore area that can be reached quickly/easily.
  • Evaluates and interprets data received from interviews during home visits.
  • Conducts research, revises current services, and develops new services that best accomplish the goals for the program.

Requirements

Conditions of employment

  • Must be able to complete and pass a National Agency Check with Inquiries (T1) background investigation.
  • Must possess and maintain a current local driver’s license as travel is required in the performance of duties.

Qualifications

  • Experience in human services program management.
  • Bachelor's or Master's degree in the behavioral, social science, or education fields, preferred but not required.
  • Skill in preparation of presentations and public speaking in front of large and small group settings.
  • Skill in teaching and facilitating groups of 10 or more adults.
  • Knowledge of basic teaching techniques and ability to present information in specific social service areas, such as career planning, employment assistance, personal financial management, Ombudsman program, and relocation assistance, and evaluate the effectiveness of the training.
  • Skill in conducting non-clinical counseling to establish the nature and extent of a problem, assist in developing goals and plans, and determine appropriate referral services. This counseling skill level is usually acquired with a combination of studies related to counseling techniques and at least one year of counseling experience.
  • Knowledge of concepts, theories, and practices used to develop and evaluate various workshops and programs.
  • Ability to interpret technical data and prepare training materials on various topics, such as intercultural relations, relocation, deployment, employment, and Ombudsman program related to military personnel and their families.
  • Practical knowledge of the mobile military lifestyle, including relocation issues, and understanding Navy policies and procedures impacting personnel and their families.
  • Ability to communicate well in English, both orally and in writing; collaborate with and work harmoniously with all levels of personnel inside and outside the department.
  • Ability to use tact and diplomacy to establish effective working relationships and work in a culturally diverse environment, showing tolerance for cultural diversity.
  • Knowledge of multi-media training equipment.
  • Knowledge and ability to use a personal computer and various software.
  • Ability to plan and organize work independently and to identify problems and develop innovative solutions.
  • Knowledge of American and Singaporean history, customs and culture.

Education

When education is a basic requirement for the position, or when substituting education for experience, applicants MUST submit a copy of high school transcripts, college transcript, or a list of courses, which includes grades earned, completion dates, and quarter, and/or semester hours earned as part of the application package.

Foreign education must include evidence that it is comparable to education received at accredited educational institutions in the United States.
