This position will be filled under the Office of Personnel Management's Direct-Hire Authority and is open to All United States Citizens and U.S. Nationals. Duties

Serves as an interdisciplinary expert on the San Francisco Bay and Sacramento-San Joaquin Delta estuary, managing and directing the implementation of the legal and regulatory requirements of Departmental and Congressional initiatives. Develops strategies and local
policies to implement Bay-Delta programs by translating higher level policy into the scientific requirements necessary for continued long-term operations of the Central Valley Project (CVP) and on-the-ground implementation of environmental restoration projects.

  • Advises and assists in formulating Bay-Delta Office (BDO) scientific policies, managing restoration program execution, and maintaining appropriate relationships with other government entities, water districts, power customers, environmental organizations, and the general public.
  • Develops and recommends scientific policy affecting BDO project activities, including legal and regulatory requirements for the operation of the CVP and State Water Project (SWP).
  • Oversees and directs statutory requirements of laws to ensure that realistic scientific requirements are used to attain the goals of Federal reclamation law, the Endangered Species Act (ESA), Fish and Wildlife Coordination Act (FWCA), and National Environmental Policy Act (NEPA).
  • Analyzes and evaluates the content of the Water Infrastructure Improvements for the Nation (WIIN) Act, Calfed Bay-Delta Authorization Act (CALFED), Central Valley Project Improvement Act (CVPIA), Water and Related Resources programs
    (WRRP), and Biological Opinions (BiOps) implementation/development for environmental compliance and projected impact upon Reclamation and Department programs and resources.
  • Plans, designs, and carries out implementation and coordination activities and special studies to develop long-term Regional scientific policy for environmental restoration of the Bay-Delta.
  • Researches the background on problems, identifies and devises courses of action in coordination with the Contracting Officer or Grants Officer as appropriate, and prepares recommendations for decision by Program/Division Manager. Certain projects and activities require certification as a Contracting Officer's Representative (COR) and/or Grants Officer's Technical Representative (GOTR).
  • Establishes and maintains close coordination and provides guidance to scientific and technical experts from Reclamation, the Commissioner's Office, US Fish and Wildlife Service (FWS), Environmental Protection Agency (EPA), National Marine Fisheries Service (NMFS), US Army Corps of Engineers (USACE), Western Area Power Administration (WAPA), the California Natural Resources Agency (CNRA), California Department of Water Resources (DWR), California Department of Fish Wildlife (CDFW), State Water Resources Control Board (SWRCB), and other organizations from the academic community, Federal, State, and local governments, and various stakeholders to ensure effective implementation of existing and recommended programs and projects and to incorporate widely varying scientific (natural
    resources, physical science, hydrology, engineering, and other relevant sciences) perspectives into the overall objectives of the programs.
  • Provides oversight and direction to scientific and technical teams consisting of Federal employees, water user groups, other government entities, and non-governmental groups established to develop and perform implementation strategies within the Bay-Delta.
  • Represents the Region in meetings, including public involvement meetings, policy and technical meetings, and Congressional and State committee meetings.
  • Addresses concerns and effectiveness of various programs by person-to-person relationships with key operating officials of BDO, the Region, and various contractor agencies.
  • Researches and prepares responses to Congressional inquiries, requests for information from the general public or input for other divisions, etc. Prepares responses to Congressional testimony.

Travel is required approximately 5% of the time.
Must be able to obtain and maintain certification to serve as a Contracting Officer's Representative as articulated in the DOI Acquisition, Assistance, and Asset Policy (DOI-AAAP) 0051, Federal Acquisition Certification and Programs Policy. Specific training is required to serve as a Grants Officer's Technical Representative as articulated in applicable DOI and BOR Manuals.

Qualifications

To be eligible for consideration, you must first meet the Basic Education Requirement for this position, having the following -

Basic Requirement for 0401 -

A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.)

OR

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.)

Basic Requirement for 0810 -

A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (Note: You must attach a copy of your transcripts.)

OR

B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.

3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.

4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.???????

Basic Requirement for 1301 -

A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR

B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.)

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience ???????managing large complex projects through planning, design and construction; applying project management concepts, methods and techniques in the development, coordination and execution of comprehensive project management plans (PMP) for complex water resource and infrastructure projects; monitoring technical teams throughout the project; Conducting briefings to senior level executives (SES or higher) related to project costs, schedule, and performance. Providing advice and consultation to senior executives on priorities, and/or project schedules to maintain or restore proper balance to their activities, resolving technical and administrative conflicts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 12/06/2024.

Education

This position does not allow substituting education for experience.

This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.
