Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: "This is an Interdisciplinary position is with the U.S. Army Corps of Engineers, Alaska Enginering Division, Environmental Engineering Branch with a duty station location of Elmendorf AFB, Alaska.

Recruitment/Relocation/Retention Incentive MAY be authorized.

Duties

  • Prepares technical papers, summary reports and/or other materials pertaining to chemistry data, toxic and/or hazardous waste matter.
  • Advise on sampling and analysis protocols, alternatives for toxic and/or hazardous waste site cleanups.
  • Serve as an authority to assure compliance with federal, state, military laws and/or regulations associated with environmental contamination.
  • Recommend appropriate disposal or processing techniques for waste material in compliance with regulations and/or laws

  • Appointment may be subject to a Tier 1, NACI suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a valid State driver's license.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (SCFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
  • May be required to obtain and retain a government passport for travel overseas.
  • Must submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually.
  • Immunizations are required prior to travel overseas.
  • Work involves considerable walking, bending, recurring lifting of moderately heavy equipment, and climbing for site inspections and fieldwork.
  • Protective clothing and gear such as tyvek coveralls, safety glasses, and respirator mask are required. Fieldwork is sometimes done in subzero temperatures.
  • Up to 30% temporary duty (TDY) travel to remote and/or foreign project sites.

Qualifications

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for the Chemist 1320 Series:

A. Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

OR

B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.

Basic Requirement for the Geologist 1350 Series:

A. Degree: Bachelor's degree (or higher degree) in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.

OR

B. Combination of Education and Experience: Course work as shown in A above, plus appropriate experience or additional education. (Note: Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology. Such work generally must have involved making close observations, taking samples, handling various types of instruments and equipment, assembling geologic data from source materials, and analyzing and reporting findings orally and in writing. In some situations, professional scientific experience in other fields may be accepted in part as professional geological experience. Such experience must have been preceded by appropriate education in geology or by professional geological experience, and must have contributed directly and significantly to the applicant's professional geological competence. To receive credit for geological experience obtained in positions that are not full-time professional geological positions, the applicant is responsible for indicating clearly the actual time or percentage of time devoted to geologic duties within such positions, and for giving adequate descriptions of the geologic functions.)

Basic Requirement for the Physical Scientist 1301 Series:

A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Specialized Experience Requirements: One year of specialized experience ; 1) Review designs, shop drawings, plans and/or specifications for toxic and hazardous waste site cleanups to ensure compliance with sampling, testing and/or analysis: 2) Recommend appropriate disposal or processing techniques for waste material, 3) Serve as Section representative on sampling and analysis, data interpretation, toxic, hazardous waste site investigations, feasibility studies and/or removal and remedial action designs, AND 4) Support field investigations by collecting soil, sediment, surface, or ground water samples, interpreting data, or providing quality assurance oversight of contractors.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) or equivalent level.
