In addition to the individual education requirement you must meet the specialized experience requirement.
Specialized Experience: One year of specialized experience which includes which includes 1) Leading the formulation of project alternative plans; (2) Resolving technical and administrative project problems; AND/OR (3) Completing planning reports/products. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
