Summary

The Hawaii-Alaska Regional Planning Team (HARP-T) is seeking to fill a Senior Planner position located in the Project Management Division, Civil Works Branch, Planning Section. HARP-T has a diverse portfolio in Navigation, Hurricane and Shore Damage Reduction, Flood Risk Management, and Ecosystem Restoration. An ideal candidate will be proficient in understanding and applying USACE Planning policy, highly organized with experience leading teams, and skilled in written and oral communication

Duties

  • Serve as Project Planner for Civil Works water resources feasibility studies and related programs, responsible for the overall management, control, coordination and execution of assigned programs and projects.
  • Programs and projects may pertain to flood control, navigation, ecosystem restoration, shore protection and related functions in the Pacific Ocean Division's AOR.
  • Understand and implement evolving USACE planning guidance, laws, regulations, and policy in the development of water resource projects and intermediate products in support of the Civil Works mission.
  • Lead multi-disciplinary project teams through the USACE planning process for Civil Works feasibility studies and/or support for other projects of normal scope and complexity.
  • Control and arrange project milestones and budgets from initial contact with a potential project sponsors through feasibility, and provide support as needed through construction, and through operations and maintenance when necessary

In addition to the individual education requirement you must meet the specialized experience requirement.

Specialized Experience: One year of specialized experience which includes which includes 1) Leading the formulation of project alternative plans; (2) Resolving technical and administrative project problems; AND/OR (3) Completing planning reports/products. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
