Summary

What General Information Do I Need To Know About This Position?

This is a term appointment not to exceed 13 months with possible extensions up to a total of 10 years without further competition. Appointment to this position will not convey permanent status in the Federal service.

NOTE: First time hires to the Federal Government are typically hired at Step 1.

In addition to the basic salary listed, the selectee is entitled to a cost of living allowance of 8.90% subject to annual OPM review.

Duties

The government-wide direct hire authority for Biologist (0401), Physical Scientist (1301) is being used to fill this position.

As a Science Coordinator within the Northwest Pacific Island Regional office, some of your specific duties will include:

  • Serves as an authoritative resource on scientific and operation aspects of the U.S. Geological Survey, working directly with the Regional Director, Deputy and Associate Directors, and the Regional Management Officer.
  • Provides advice to the Regional Director and the Associate Regional Directors on the management of science programs and strategic planning for integrated or multidisciplinary science activities.
  • Develops science programs and funding sources with potential clients/collaborators that include internal and external customers at the local, state, national, and international levels.
  • Serves as a representative of the Regional Director on Bureau and interagency groups concerned with the organization and management of Federal science programs.
  • Prepares reports of findings on various management aspects of science programs within the Region and recommends appropriate action.
  • Develops background and briefing papers on management aspects of major resource issues and emerging programs related to regional goals and objectives to provide timely and comprehensive information, options, and alternatives to facilitate decision-making.

Physical Demands:
The work in the office is sedentary and includes no special physical demands. Occasional travel to field sites will require exposure to a variety of climatic conditions and will require walking over rough terrain, some lifting, climbing and the operation of a motor vehicle.

Work Environment:
Work is performed in an office setting that is adequately heated, lighted, and ventilated. Field activities may add some degree of risk including occasional work in extreme weather conditions or rough terrain.

Qualifications

This is an interdisciplinary position, and can be hired as a Biologist or Physical Scientist.

BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Biologist, all grade levels.

A. Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

*OR*

B. Combination of education and experience--courses equivalent to a major, as shown in A above (24 semester hours or the equivalent in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position), plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Physical Scientist, all grade levels.

A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours or the equivalent in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

*OR*

B. A combination of education and experience--education equivalent to one of the majors shown in "A" above (24 semester hours or the equivalent in physical science, engineering, or mathematics) that included at least 24 semester hours or the equivalent in physical science and/or related engineering science as described above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. For GS-14: In addition to the basic education requirement as stated above, applicants must meet the following to qualify for the GS-14 level:
One year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-13 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position.

Examples of such experience may include serving as a senior expert involved in biological and physical sciences, natural resource management, and development of programmatic priorities which required the co-production of science and coordinated expertise of multiple organizations, and outcomes were accepted by others as those of a technical and resource expert in the physical and biological sciences. At this level, biological and physical scientists typically represent an authoritative source of consultation for other scientists and program specialists, are called upon to resolve issues that significantly affect biological physical science programs, make long range and controversial proposals and defend their findings and recommendations in public or high-level forums.
