There will be at least two (2) positions filled at the National Interagency Fire Center, duty location Boise, ID, servicing USWFS.

Incumbent serves as either Branch Chief for Fire Facilities Engineering or Branch Chief for Fire Facilities Architecture managing a national program responsible for engineering or architecture of wildland fire facilities and infrastructure.

Duties

  • Provides national leadership for engineering programs supporting wildland fire facilities, infrastructure, and related systems.
  • Plans, directs, and oversees the design, construction, renovation, rehabilitation, and modernization of fire facilities and infrastructure.
  • Applies advanced engineering and architectural principles to evaluate facility condition, reliability, risk, readiness, and operational effectiveness.
  • Directs multidisciplinary engineering work and ensures compliance with applicable codes, design standards, and agency requirements.
  • Establishes and manages project controls for cost, schedule, scope, quality, and risk to ensure successful project delivery.
  • Develops, interprets, and implements engineering policies, standards, specifications, technical guidance, and design criteria.
  • Provides expert technical advice and recommendations to leadership, engineering professionals, contractors, and stakeholders on complex engineering issues.
  • Oversees facility asset data, analytics, reporting, and lifecycle management to support infrastructure planning and investment decisions.
  • Coordinates with federal, state, local, tribal, and private-sector partners on engineering initiatives, facility projects, and infrastructure programs.
  • Ensures compliance with environmental requirements, safety standards, building codes, risk management practices, and quality assurance processes.

Requirements

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement.

BASIC EDUCATION REQUIREMENTS:

SPECIALIZED EXPERIENCE:

In addition to the education requirements described above, the following additional experience and/or education for the grade specified is required.

GS-14: Applicants must have at least one year of specialized experience equivalent to the GS/GW-13 level, or higher in the Federal service, or equivalent. Examples of specialized experience include: Served as a senior engineer responsible for planning, designing, evaluating, and managing complex facilities, infrastructure, and engineering systems supporting organizational operations on a regional or national scale. Directed multidisciplinary engineering projects involving facility construction, renovation, modernization, asset management, and lifecycle planning, ensuring compliance with applicable codes, standards, safety requirements, and federal regulations. Developed engineering policies, standards, technical guidance, and design criteria, and provided expert consultation to leadership, engineering staff, contractors, and stakeholders on complex technical and operational issues. Managed project portfolios, budgets, schedules, contracts, and risk mitigation activities, resolving challenging engineering problems and ensuring successful project delivery. Analyzed facility condition, reliability, readiness, and asset data to support investment strategies, infrastructure planning, performance measurement, and long-term capital improvement programs. Coordinated with federal, state, local, and private-sector partners to advance engineering initiatives, support organizational objectives, and recommend resource allocations, infrastructure improvements, and operational readiness requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

BASIC EDUCATION REQUIREMENTS:
General Engineer (GS-0801):

Degree: Engineering. The program must:

  1. Lead to a bachelor's degree in a school of engineering with at least one ABET-accredited program; or
  2. Include differential and integral calculus and courses (beyond first-year physics and chemistry) in five of the following seven areas:
    • (a) Statics, dynamics
    • (b) Strength of materials (stress-strain relationships)
    • (c) Fluid mechanics, hydraulics
    • (d) Thermodynamics
    • (e) Electrical fields and circuits
    • (f) Nature and properties of materials
    • (g) Another comparable area of engineering science or physics (e.g., optics, heat transfer, soil mechanics, electronics)

OR

Combination of education and experience: College-level education, training, and/or technical experience providing:

  1. Thorough knowledge of the physical and mathematical sciences underlying engineering; and
  2. Understanding of engineering sciences, techniques, and their application to an engineering discipline.

Qualification must be demonstrated by one of the following:

  • Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE). Applicants qualifying through non-examination methods are eligible only for positions within or closely related to their registered specialty.
  • Written test: Successful completion of the Fundamentals of Engineering (FE) exam or another written examination required for engineering licensure.
  • Specified academic courses: At least 60 semester hours in physical, mathematical, and engineering sciences, including the coursework specified under the degree requirement. Courses must be fully acceptable toward an engineering degree program.
  • Related curriculum: A bachelor's degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, geology) may substitute for an engineering degree if accompanied by at least 1 year of professional engineering experience under professional engineering supervision. Typically, applicants should also have intensive training or several years of engineering-type experience.

Architect (GS-0808):

Degree: Architecture; or a related field including 60 semester hours in architecture or related disciplines, with at least:

  • 30 semester hours in architectural design; and
  • 6 semester hours each in:
    • Structural technology
    • Properties of materials and methods of construction
    • Environmental control systems

OR

Combination of education and experience: College-level education, training, and/or technical experience providing:

  1. Thorough knowledge of the arts and sciences underlying architecture; and
  2. Understanding of architectural principles, methods, techniques, and their application to building design, construction, or improvement.

Qualification must be demonstrated by one of the following:

  • Related curriculum: A degree in architectural engineering may fully satisfy the requirement if the coursework provided knowledge, skills, and abilities substantially equivalent to those of an architecture degree. Architecture programs generally emphasize planning, aesthetics, and construction methods, while architectural engineering programs emphasize structural systems, mechanical systems, and material properties.
  • Experience: Applicants without a degree in architecture must have 1 year of architectural experience for each year short of graduation from an architecture program. Without any college coursework, 5 years of qualifying architectural experience is required. Experience must demonstrate thorough knowledge of the fundamental principles and theories of professional architecture.
Education: If this position requires specific educational course work to qualify, or you are qualifying based in whole or part on education, you are required to provide transcripts as proof of meeting the requirements.

Foreign Education: Education completed in colleges or universities outside the United States may be used to meet the specific educational requirements as stated above. The U.S. Wildland Fire Service (USWFS), an organization within the Department of the Interior (DOI), responds to wildfires and promotes fire-resilient landscapes across more than 500 million acres of public and tribal lands nationwide. The USWFS has full program authority and coordinates the DOI wildland fire management program in its entirety. It ensures coordination within DOI, the Bureaus it serves, other federal agencies -- particularly the U.S. Department of Agriculture (USDA) Forest Service -- as well as non-federal agencies, state foresters, tribes, and a variety of stakeholder groups representing volunteer firefighters.
