Summary

The Bureau of Ocean Energy Management (BOEM) manages the exploration and development of the nation's offshore resources. Duties

This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Pacific Outer Continental Shelf (OCS) Region, Office of Strategic Resources (OSR), Engineering and Technical Review Section (ETRS), in Camarillo, CA.

At the full performance level, GS-13 the major duties of this position include, but are not limited to the following:

1. Analyzes project development plans from renewable energy lessees to assess structural engineering and design and/or naval architecture elements and risk of collision from proposed activities including assessments of potential impacts on commercial, military, and recreational vessel traffic movement both into and out of coastal ports as well as coastwise; and provide recommendations to OSR management.

2. Coordinates BOEM interaction with Federal agencies, such as the U.S. Coast Guard, U.S. Navy, and U.S. Army Corps of Engineers and State agencies regarding issues related to marine navigational hazards.

3. Coordinates BOEM outreach efforts through face-to-face meetings, workshops or webinars, or interagency meetings with the maritime community, mariners' associations, and port authorities including participation in U.S. Coast Guard maritime workgroups.

4. Provides expert advice on facility design and navigational safety matters related to renewable energy development and actively keeps abreast of current, relevant structural engineering and/or naval architecture practices and principles and the latest proposals within code organizations to determine the impact on the 30 CFR 585 Subpart F regulations.

5. Analyzes and develops relevant National Environmental Policy Act (NEPA) documents during analysis of potential effects of renewable energy development on the OCS related to facility design, maritime vessel traffic, and associated activities.

6. Develops and assesses the effectiveness of BOEM guidelines and mitigation strategies related to interaction of renewable energy projects with marine vessel traffic and facility design.

BOEM has determined that this position is suitable for telework and may be allowed to telework with supervisor approval.

Salary Information:
GS-13: $122,857 (Step 1) - $159,716 (Step 10) per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications

Minimum Qualification Requirements:
To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying.

(1) Basic Educational Requirements:
Civil Engineer (0810) & Naval Architect (0871)
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

(2) Specialized Experience
GS-13
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

1. Reviewing structural engineering and design and/or naval architecture elements and risk of collision from proposed activities marine applications.
2. Independently determining adequacy of naval architecture elements and structural engineering information used to support the design and evaluation of infrastructure pursuant to applicable laws and regulations.
3. Documenting technical findings and recommendations both in oral presentation and in writing (reports, briefing papers, correspondence etc.), to organizational and upper-level management, other professional entities (e.g. associations, federal and state agencies, industry), and/or other program stakeholders.

NOTE: Incumbent must be able to successfully pass water survival training for offshore workers.

Work Environment:
The work is primarily sedentary and in an office environment; however, physical activity may be required on occasional visits to offshore installations or onshore fabrication yards. Specifically, the incumbent must be able to successfully pass water survival training and, if offshore, be able to successfully transfer from boat to permanent structures via rope, personnel basket, etc.
