Duties

The Multiple-Discipline (Interdisciplinary) Engineer serves as a technical integrator and project engineer, responsible for planning, coordinating, and evaluating engineering work across multiple engineering disciplines in support of the Marine Corps.  Conducts, plans, monitors the design and construction of substantial new facilities, and renovation and improvement of existing facilities, encompassing highly specialized or unique requirements.

Serves as the lead or senior engineer responsible for integrating civil, mechanical, electrical, structural, and systems engineering requirements into unified technical solutions.  Reviews architectural and engineering (A&E) statements of work. Prepares planning project time schedules and cost estimates. Reviews cost estimates prepared by others. Provides technical review of design calculations, analyses, drawings and specifications to ensure compliance with DoW standards and project objectives and standards. Ensures compliance with applicable DoW criteria, Unified Facilities Criteria (UFC), codes, safety standards, environmental regulations, and cybersecurity requirements (as applicable). Coordinates all design phases with cognizant managers and staff elements. Maintains current engineering data for assigned projects. Serves as technical representative for negotiation and administration of contracts.  Assists in preparing cost estimates and design scopes ensuring architectural-engineering objectives are met in the most efficient and economical manner.

Assists program and project managers with scope definition, cost estimates, schedules, and risk mitigation strategies. Develops requirements and management plans. Guides projects through all construction phases. Monitors construction to assure compliance with contract provisions and standards. Identifies technical risks and recommends corrective actions or alternative solutions.  Participates in meetings with contractors and project sponsors to assure adherence to schedules and designs. Responds to Inspector-General, audit and Congressional inquiries. Participate as expert consultant and program evaluator in Inspector-General investigations and other special reviews.

Conducts economic analyses to determine feasibility of renovations versus new construction to meet new requirements. Recommends new equipment installations supportive of mission requirements and/or reflective of new technologies. Translates operational requirements into executable engineering solutions that support mission. Recommends modifications to facilities to accommodate new equipment. Analyze project proposals submitted by installations and organizations; recommend changes and/or approves proposals. Evaluates programs and projects to assure compliance with all environmental, energy use, safety and security standards.

Serves on interagency and professional organization task forces to develop facilities engineering standards and specifications. Provides professional consultations on a broad range of difficult technical issues and problems. Provides technical input to component and/or command publications, guidance and criteria.

Perform duties as Contracting Officer Representative (COR) as required. Serves as COR in support of other projects when assigned.

Travel is mandatory to attend meetings, conferences and field activities.  Travels may be by air, boat, or ground vehicles, including government conveyances, stays may be overnight or longer as conditions require.

Performs other duties as assigned. This is a white-collar position where occasional lifting up to 20 lbs. may be required.

Successful completion of a professional engineering degree with at least one program accredited by Accreditation Board for Engineering and Technology (ABET) or an applicable bachelor's degree with coursework that includes differential and integral calculus and additional courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics AND at 3 years of specialized experience. Licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico is preferred.  

Mastery of two or more engineering disciplines, including advanced concepts, principles, and practices or engineering to be able to serve as an expert to resolve difficult facilities engineering problems and issues, and plan, design, monitor and evaluate complex facilities engineering programs and projects. Knowledge of related engineering and scientific disciplines.

Thorough knowledge and mastery of the Marine Corps, Navy and other military service base structure capabilities and current utilization to assist in evaluating property needs and encroachment potential, both within the Marine Corps and across service lines. This includes the ability to analyze and develop compatible land use planning solutions to solve Marine Corps Community Services (MCCS) and Marine Corps Hospitality Services (MCHS)operational requirements that must be satisfied through provision of supporting establishment base structure.

Mastery of command relationships, compatibilities of missions, and strategic planning associated with Defense Planning Guidance and other policy documents from higher authority. Knowledge of the federal budget process to develop programming and budgeting strategies for MCCS and MCHS actions within cognizant program areas.   Thorough knowledge of Marine Corps operating capabilities and the base structure, including air and water assets, required to support current and projected MCCS and MCHS mission requirements.
