Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 13 months by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of 2 years. Time-limited reassignments and changes to lower grade may exceed 2 years with command approval, however return rights may be impacted.

In order to qualify, you must meet the
Education AND Specialized Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. In addition to meeting the education requirements listed in that section, specialized experience must also be met. The qualification requirements are listed below:
Specialized Experience Requirement: One year of
specialized experience which includes: experience providing full range of engineering disciplines to provide advisory expertise for the design, improvement, maintenance, and operation of proposed facilities and the administration of related programs; evaluating complex design management issues which involve difficult or unusual planning, scheduling, negotiation and contracting.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Selective Placement Factor: This position requires the incumbent to be registered as a Professional Engineer or Registered Architect. You must possess a current Professional Engineering (PE) License or Architect Registration, in good standing issued by any one of the 50 states, or its territories: (Note: Attach a copy of your PE license certificate/registration or Architect Registration to your application package.)
You will be evaluated on the basis of your level of competency in the following areas:

- Project Management
- Technical Competence
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). All qualifications must be met within 30 days of announcement close date.
