In this job you will serve as a professional multidisciplinary engineer with test engineering, execution, data analysis and reporting responsibility in assigned programs/projects. Applying engineering techniques and principles to determine optimum ways of interpreting test data and communicating these results.

  • Negotiate and compose technical customer test requirements into effective sled test requirements and measurements
  • Manage multiple projects simultaneously
  • Establish reporting timelines for post-test data processing and publish written technical reports
  • Understand and communicate technical information to stakeholders across various disciplines, both verbally and in writing
  • Assist in the creation and archival of accurate and timely test documentation including contract documents, test plans, safety plans, security plans, launch orders, mission reports, etc.
  • Document test setup and post-test conditions
  • Use a variety of software and analytic methods to deduce test conditions. Test data includes, but is not limited to Doppler radars, high speed cameras, accelerometers and angular rate sensors
  • Draw conclusions based on test data and compile into a technical report
  • Communicate effectively with test team and customers to achieve proper data collection. Primary modes of communication include technical reports, presentations and meetings/email correspondence
  • Work with and motivate team members across diverse functional areas
  • Respond effectively to rapidly changing situations

  • A Bachelor of Science degree in Operations Research or engineering is required NH-1515-03/ NH-801-03 accredited by the Accreditation Board of Engineering and Technology (ABET).
  • This position may be designated as an acquisition position covered by the Acquisition Professional Development Program (APDP).

General Engineering Series 0801

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experiences performing complex and comprehensive analyses and uses systematic, disciplined, and quantifiable approaches to implement, develop, and document projects and to ascertain needed changes or modifications to production methods, procedures, and/or approaches. Develops Data Acquisition and Management Plans (DAMPs) for test projects. Assesses, evaluates, and compares previous test data and results with modeling and simulation results, system performance and mission requirements, test plan objectives, and presents the expected outcome in the form of plots, tables, and other graphic representation to other team members for planning purposes.

Knowledge, Skills, and Abilities
  1. Knowledge of a wide range of advanced multidisciplinary scientific & engineering concepts, principles, practices, standards, methods, and techniques to apply scientific methods and techniques to analyze systems, processes, and/or operational problems and procedures, and to plan and execute specialized programs of marked difficulty, responsibility, and significance.
  2. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence systems acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds
  3. Professional knowledge of a wide range of principles, concepts, and practices of operations research analysis to apply scientific methods and techniques to analyze systems, processes, and/or operational problems and procedures
  4. Knowledge of mathematics and analysis to perform studies and prepare reports, documentation, and correspondence to communicate recommendations/conclusions clearly.
  5. Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions.
  6. Ability to analyze, interpret, and apply operations research rules and procedures in a variety of situations and recommend solutions to senior analysts.
  7. Ability to analyze problems to identify significant factors and fundamental relationships, gather pertinent data, and recognize solutions.
  8. Ability to plan and organize work, and confer with co-workers effectively.
Desired Skills:
  • 2 years experience in computer programming, test experience, and sensor analysis experience desired
  • Proficiency with MS Word, MS Project, MS Excel, MS Power Point, Adobe Acrobat is highly desired

Education

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

For 0801: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE YOU MUST SUBMIT TRANSCRIPTS.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) 1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) 2examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.

OR

Basic Requirements for 1550:A degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. NOTE YOU MUST SUBMIT TRANSCRIPTS
