Summary

Incumbent provides professional assistance and advice to park management in the development, review, analysis, evaluation, and monitoring of post-fire treatments and activities which may be related to vegetation, wildlife, sensitive species, fisheries, range management, cultural resources and associated ecological components.

Duties

  • Assesses potential fire and post-fire effects to vegetation, wildlife, sensitive species, exotic and pest species, fisheries, range resources, cultural resources (including archeological resources, historic structures, ethnographic resources, and cultural landscapes), and associated ecological components such as water and soil, and advises park management on mitigation measures.
  • Assists Park management and staff in identifying compliance pathways for proposed post-fire actions to ensure actions are consistent with the National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA), Endangered Species Act (ESA), and other relevant laws, executive orders, and DOI and NPS policies and guidelines.
  • Reviews post-fire stabilization and rehabilitation plans and amendments to ensure the proposed actions are consistent with DOI and NPS policies and guidelines.
  • Supports fire management planning and long-term resource stewardship activities.
  • Assists with the development and delivery of training programs and materials on post-fire planning, post-fire risk assessments for natural and cultural resources, and effective post-fire stabilization and rehabilitation techniques.
  • Ensures post-fire treatments and activities within the region are fully documented.
  • Coordinates efforts to obtain needed research through partnerships, grants, and contracts. Maintains awareness of applicable funding sources within NPS and externally.
  • May serve as BAER (Burned Area Emergency Response) Team Leader or as a liaison between the park and the DOI BAER Team.
  • Duties listed are at the full performance level of the position.

  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • Subject to frequent extended travel up to 5 nights a month particularly during fire season, and you must obtain a government charge card for travel.
  • Incumbent will be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement.

Qualifications

Credit will be given for all appropriate qualifying experience. Natural Resources Management/Biological Sciences, GS-0401:
Degree: A 4-year degree (Bachelor's or higher) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Education equivalent to one of the majors shown above that included at least 24 semester hours in course work in biological sciences, agriculture, natural resource management, fire science, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major.

Anthropology GS-0190:
Degree: A 4-year degree (Bachelor's or higher) appropriate field of anthropology.
OR
Combination of education and experience: courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of anthropology, or related course work, plus appropriate experience or additional education.
OR
Experience: Four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work.

SPECIALIZED EXPERIENCE AND/OR EDUCATION:

In addition to the requirements described above, the following additional experience and/or education for the grade(s) specified is required.

For the GS-9 level:
Applicants must have one year of specialized experience equivalent to at least the GS-7 grade level. Examples of specialized experience are: Assessing and/or monitoring wildland fire effects to natural or cultural resources; Collecting and analyzing data related to natural or cultural resource values, threats, and/or damages; Summarizing and interpreting technical materials related to natural or cultural resources.
OR
A master's or equivalent graduate degree in a related field;
OR
2 years of progressively higher level graduate education leading to a master's or equivalent graduate degree, if related;
OR
An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

For the GS-11 level:
Applicants must have one year of specialized experience equivalent to at least the GS-9 grade level. Examples of specialized experience are: Conducting assessments of natural or cultural resources at risk from wildland fire or post-fire events; Evaluating the need for actions to repair or rehabilitate land or resources following wildfire; Conducting research or interpreting technical materials related to post-fire effects or effective post-fire risk mitigation techniques; Monitoring, documenting, and reporting outcomes of natural or cultural resource protection or rehabilitation actions.
OR
A Ph.D. or equivalent doctoral degree in a field related to the position being filled;
OR
An appropriate combination of education and experience. For example, 6 months of the specialized experience described, and 45 semester hours or 68 quarter hours of directly-related graduate level college study as defined above in an accredited institution. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Physical Demands: The position requires periods of standing, walking, climbing, and lifting and carrying heavy objects (less than 50 pounds). Some activity will occur in physically dangerous areas or environments. The work requires the ability to travel into the backcountry or front country on foot or by vehicle under a wide variety of climatic conditions and elevations. Also requires the ability to travel over extremely rough terrain during fire management operations. Work will require operating a government owned or leased vehicle or equipment in the performance of their duties, which includes driving to and from fire assignments, driving to and from parks to evaluate treatment effectiveness, and for training and meetings. The incumbent must possess a valid state driver's license and meet the requirements of the NPS Motor Vehicle Operation Policy. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed in office and outdoor settings. Work involves exposure to moderate risks and discomforts, such as those due to potentially hazardous areas including steep slopes, rocky terrain, firelines, swamps, deserts, and forests. On occasion, flying in fixed-winged aircraft and helicopters is possible. Fire management work involves exposure to smoke and intense heat. The incumbent in this position is required to follow prescribed safety standards and policies for the work situation. Work requires special safety precautions and/or protective clothing and equipment.
