Summary

About the Position: Serve as Project Manager, responsible for the overall management, control, coordination and execution of assigned programs and projects. As the Project Delivery Team Leader, implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the program.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • Negotiate and integrate all district functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.), customer needs, regulatory requirements and other agencies' commitments in support of assigned projects.
  • integrate project scope and criteria, schedules and milestones, budgets, and responsibilities of the participating parties, assumptions and risks, contingencies, and performance measurement criteria.
  • Coordinate the planning, design, and construction for projects of normal scope and complexity as measured by their diversity, geographical area, management demands, technical intricacies, and public/regulatory issues.
  • Allocate project funds to district elements, consistent with progress attained, and measures and monitors performance to assure commitments of all parties are being maintained.
  • Review and approve, within authorities provided, project cost and schedule changes.
  • Responsible for the development of all required customer and Corps of Engineers agreements, leading the negotiation of such agreements on the part of the Corps of Engineers.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements below:

GS-11 Specialized Experience: One year of specialized experience which includes assisting in the coordination of planning, design, and/or construction of environmental projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

-OR-

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-12 Specialized Experience: One year of specialized experience which includes managing the planning, design, and/or construction of water resource projects (i.e. levees, revetments, breakwaters, harbors, etc.). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
